You will have the opportunity to work in a new Missouri industry as a regulator for licensed and certified entities that are authorized to grow, produce, test, and sell cannabis for medical and adult use. Business Services Specialists work with licensed and certified cannabis entities to assist them with various business updates including ownership and location changes, as well as, conduct in-depth audits of financial records, agreements and debt and equity instruments. This position works to ensure Licensees are in compliance with Article XIV and the rules and law that regulate the industry. This program is ever-changing, fast paced, and is expected to grow and develop for years to come.

What you’ll do:

  • Evaluate application proposals for licensee’s change of ownership, change of location, and transfer of entity and make recommendations for approval or denial.
  • Conduct compliance reviews and unannounced audits of cannabis licensees to ensure compliance with minimum standards for licensure as defined by state regulations.
  • Conduct audits, reviews and investigations where analyzing complex business documents is required, including: loan documents, partnership agreements, branding agreements, by-laws, articles of incorporation, sales agreements, asset purchase agreements, merger agreements, other financial or contractual agreements or data provided by the licensees to evaluate the licensee's operational suitability and compliance with state regulations.
  • Draft reports and narratives of findings, notices of violation and other compliance notices that outline findings and next steps for licensees.
  • Develop, evaluate and update processes and procedures for the Bureau of Business Licensing Services functions.
  • Review licenses for rule verification, which includes compliance with Article XIV and 19 CSR 100-1 after license approval.
  • Work collaboratively with teams within the section on investigations and other compliance issues that arise.
  • Process, track and prepare documentation and systems for fees and fines associated with cannabis licensees.
  • Participate in recommending changes to rules, regulations, technical standards, and internal procedures governing cannabis licensure compliance.


All you need for success:

Minimum Qualifications

  • A Bachelor’s degree from an accredited college or university with preferred major specialization (approximately 18-30 semester hours) in accounting, finance, insurance, risk management, business, or closely related areas (related professional experience may be considered for substitution).
  • Two (2) to four (4) years of relevant experience.
  • Auditing background or experience in detailed review of business documents and ownership structures desirable.
  • A high level of initiative and problem solving skills in areas of responsibility.
  • Ability to work in a fast paced environment with many competing priorities.
  • Ability to take general guidance and direction and complete projects and tasks with minimal oversight.
  • Ability to develop effective solutions and strategies.
  • Ability to mine data systems and use the data for the purposes of compliance and investigative needs.
  • Ability to organize and manage time efficiently.
  • Ability to clearly and effectively communicate verbally and in writing.
  • Ability to adapt to constant program development, change and improvement.
  • Ability to apply critical thinking skills and find solutions to new situations on a regular basis.
  • Ability to use the Microsoft Office Suite proficiently and quickly learn specialized systems.
