Job Description

This position is located at 200 Madison Street, Jefferson City, MO 65102

The Missouri Public Service Commission regulates investor-owned electric, natural gas, steam, water and sewer utilities in Missouri. We ensure that Missourians receive safe and reliable utility services at just, reasonable and affordable rates. The Financial Analysis Department conducts or assists with investigations concerning financial issues of utility companies that operate in Missouri. These investigations include: providing rate of return (cost of capital) testimony in rate cases and certificate cases; coordinating Staff’s review of financial applications for the reasonableness of the terms and conditions of proposed issuances of common stock, preferred stock, long-term debt or other capital instruments; coordinating Staff’s review of merger and acquisition cases; and coordinating Staff’s review of nuclear decommissioning trust fund cases. In addition, the staff of the Financial Analysis Department continually monitors the financial earnings results of Missouri jurisdictional and other national utility companies, as well as researching and analyzing issues which may financially impact the earnings of Missouri jurisdictional utility companies.

  • Effectively analyze financial information.
  • Accurately prepare and present financial recommendations or testimony in utility rate cases before the Commission.
  • Communicate analysis in an effective manner with little supervision and a degree of independent judgment.
  • Coordinate future securitization cases.
  • Audit collections of securitized utility tariff charges to ensure the proper amount is being collected from ratepayers.
  • Occasional in and out-of-state travel may be required.


  • A Bachelor’s degree from an accredited four-year college or university in finance, accounting, economics, business or public administration or a closely related field, and;
  • 0-3 or more years of professional or technical experience in accounting, auditing or relevant fields (substitutions may be allowed)
  • Must be familiar with general financial theories and financial practices that include general knowledge of financial models, including investment valuation and cost of capital models such as the Discounted Cash Flow Model, the Capital Asset Pricing Model and knowledge of credit rating methodologies
  • Must possess a high level of competence, responsibility, professionalism and integrity
  • Good communication, interpersonal skills, and writing skills are essential
  • Computer experience required, with a working knowledge of Microsoft Word, Excel, PowerPoint, and Access software applications preferred
