OVERVIEW Position Information Leads, administers, and manages the activities of the Sewer Utility Division of the Public Works Department to ensure proper maintenance, operations (M&O) planning, and construction of the sewer facilities and infrastructure for the County. Manages the preparation and execution of the $25 million annual operating budget to meet state and federal water quality standards, infrastructure M&O, sewer system development, asset management, and public education & outreach (E&O) and program administration. The position manages the Sewer Division Capital Facilities Program (CFP) including long range planning, design, and construction of capital projects. The position is responsible for projecting revenues and expenditures and establishing sewer rates and fees to maintain ample M&O revenue, capital facilities funds, and to maintain reserves. Oversees National Pollutant Discharge Elimination System (NPDES) permitting process for 4 treatment plants. Three plants are regulated by the State and one directly by the Federal government. OVERVIEW Position Information The Assistant Director for the Utilities Division of the Public Works Department leads the administration and management of the Sewer Utility, Solid Waste Programs and Stormwater Utility. The Utilities include a workforce of approximately 150 full-time budgeted positions augmented by seasonal extra-help delivering a diverse set of services for the people of Kitsap County. Responsible for the proper planning, budgeting, and execution of over $70M in annual operations funding, plus the execution of $20-40M in the annual Capital Improvement Program. OVERVIEW Position Overview Manages and performs a variety of advanced professional engineering assignments in the design and development of County infrastructure improvements, requiring advanced expertise in a specialized area of engineering or in multiple engineering-related functions. The incumbent acts as a resource to engineers and technicians on complex projects and manages or oversees projects, project components, and professional contracts. Work assignments are received with little technical instruction and require the selection of course of action and resolution of complex or unique problems with considerable latitude for independent judgment to develop procedures, systems and establish priorities working within the frameworks of established administrative guidelines. QUALIFICATIONS FOR PERFORMANCE OF THE ESSENTIAL FUNCTIONS Required Education and Experience Licensed as a WA State Professional Engineer (PE), or in process of securing WA State comity; and Six years relevant engineering experience, to include two years of supervisory or lead experience. *Engineering means the “practice of engineering” as defined in RCW 18.43.020. Preferred Education, Experience or Other Qualifications Six years of contract administration and project management experience. Certified as a Project Management Professional. Certified as a Construction Manager from Construction Management Association of America. Driving Requirements The successful incumbent must meet the driving requirements of this position and submit a copy of a current driving record/abstract (from state of residency) to review for eligibility to drive for Kitsap County prior to employment. The successful incumbent must obtain a valid Washington State Driver's License prior to hire and maintain a satisfactory driving record as outlined in the Kitsap County Vehicle Use Policy. This position is categorized as : Category 1 Driver: operates County-owned vehicle, and C ategory 2 : Driver may operate a personal vehicle as an essential function for official County business. Any employee using a personal vehicle on official County business shall be required to maintain auto liability insurance, in addition to having a valid driver's license. Prepares RFQs, RFPs and bid solicitations as required to procure consultants and contractors; negotiates and manages contracts with selected consultants; reviews and approves reports and studies prepared by consultants; and assures compliance with federal, state, and local laws related to contracting with consultants. Supervises assigned staff including setting work priorities, procedures, planning, organizing, assigning, advising, assisting, motivating and training as necessary. Evaluates the work of assigned staff, establishes standards of performance, and participates in the selection of new employees, including making recommendations regarding hiring, discipline, transfer and termination. Attends public meetings and hearings on assigned capital projects. Manages, coordinates, and prepares applicable maps, exhibits, drawings, charts, and graphs and provide technical testimony as required. Prepares and makes public presentations of oral and visual reports to committees, community groups, special interest groups, elected officials, and the Board of County Commissioners to explain and present progress on assigned capital projects.
