OVERVIEW

Position Overview
Lead the stormwater planning and design for a wide range of Public Works transportation capital improvement projects requiring advanced expertise in stormwater engineering. Responsibilities include but not limited to:
  • Lead stormwater regulatory and permitting process with understanding and application of regional stormwater regulations and Kitsap County’s Stormwater Design Manuals
  • Prepare hydrologic and hydraulic modeling for the design of stormwater conveyance, water quality treatment, and flow control facilities in preparation of stormwater drainage reports.
  • Assist in the preparation of bid-ready engineering designs, plans, specifications, and estimates.
  • Provide support to the Project Manager for the coordination and development of all project deliverables, QA/QC documentation, internal coordination, and task management.
  • Mentor and train junior staff
  • Provide engineering support during construction.


QUALIFICATIONS FOR PERFORMANCE OF THE ESSENTIAL FUNCTIONS

Required Education and Experience
  • Licensed as a WA State Professional Engineer (PE), or in process of securing WA State comity; and
  • Four years of progressively responsible technical civil engineering experience (such as an Engineer 2 or equivalent) involving project coordination and design, project specifications, estimating, and contract bid document preparation in areas applicable to job responsibilities (design).
  • One year of lead or supervisory experience.

*Engineering means the “practice of engineering” as defined in RCW 18.43.020.

Preferred Education, Experience or Other Qualifications
  • Six years of contract administration and project management experience.
  • Certified as a Project Management Professional.

Driving Requirements
The successful incumbent must meet the driving requirements of this position and submit a copy of a current driving record/abstract (from state of residency) to review for eligibility to drive for Kitsap County prior to employment. The successful incumbent must obtain a valid Washington State Driver's License prior to hire and maintain a satisfactory driving record as outlined in the Kitsap County Vehicle Use Policy. This position is categorized as:
  • Category 1 Driver: operates County-owned vehicle, and
  • Category 2: Driver may operate a personal vehicle as an essential function for official County business. Any employee using a personal vehicle on official County business shall be required to maintain auto liability insurance, in addition to having a valid driver's license.

ILLUSTRATIVE EXAMPLE OF DUTIES

  • Manages assigned projects activities, which include preparation of designs plans, specifications, and estimates, and collecting, gathering, and interpreting engineering data Act as the technical engineering expert to provide guidance, oversite, and quality control review of projects to ensure projects meet local, state, and federal codes and other legal requirements. Provide signatory engineering design approval on projects mandated by state and local codes.
  • Drafts, reviews, finalizes, and processes complex plans or permits, codes and regulations engineering and environmental technical documents, resolutions and ordinances, engineering proposals prepared by external sources, and funding applications for state and federal grants or loans.
  • Act as technical liaison on modifying and updating code and regulations and developing new codes and regulations. Provide the final review or be responsible for the technical quality assurance of policies, procedures and standards for assigned technical discipline or division.
  • Act as the project manager or assist the project manager in managing capital road projects consultant contracts, which includes reviewing scope, schedule, budget, and project deliverables.
  • Coordinates and participates in pre-bid, pre-construction and technical review meetings, which involve meeting with utility companies, developers, contractors, engineers and representatives from County departments and agencies to review and analyze plans, specifications and related impact for assigned projects.
  • Make presentations to elected officials, community groups and general public on projects or their area of technical expertise.

10% INCENTIVE PAY & 1 YEAR VACATION ACCRUALS ADVANCED!
  • Ten percent (10%) signing incentive payments will be provided in consideration for the candidate’s agreement to remain employed with the County for a minimum of two years.
  • Advancements equal to 12 months accrual of vacation leave or general leave for immediate use by candidates who accept these positions. Additional vacation/general leave hours will accrue beginning the 13th month of employment. All other provisions of the Personnel Manual regarding vacation/general leave will apply.

Vacation Leave
New employees are credited with 48 hours of annual leave upon hire and will be begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 360 hours from one calendar year to the next. Annual leave accrual will increase upon tenure, as follows:

Upon completion of 3 years: 15 days per year (10.00 hours per month)
Upon completion of 5 years: 20 days per year (13.33 hours per month)
Upon completion of 10 years: 25 days per year (16.67 hours per month)
Sick Leave
All new hires will be credited with 48 hours of sick leave upon hire and will begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 1200 hours from one calendar year to the next.
