    POSITION OVERVIEW

    Workdays & Hours: Monday - Friday/8:00 am - 5:00 pm *

    DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
    The Supervising Engineer will be a team member of the Water & Wastewater Facilities Group within the Office of the City Engineer.

    Key Responsibilities:
    • Assisting the City Engineer and Managing Engineer with completing tasks and special projects as required.
    • Supervising reviews and monitoring work activities performed by consultants related to projects submitted to the Office of City Engineer. Projects include but not limited to water (water well collection system, treatment plants, water wells) facilities and wastewater (collection system, force mains, lift stations) facilities, MUD creations, JRC, plat review participation, water contract coordination, and public easement dedications.
    • Updating and maintain the Integrated Land Management System (ILMS) system / ProjectDox (electronic plan review) system for logging, tracking, and data collection for plan review.
    • Analyzing and responding to Joint Referral Committee (JRC) requests related to City-maintained utilities and water contract coordination requests.
    • Supervising and managing public easement (i.e., water, sanitary sewer, storm, sidewalk, access, fire hydrants, street widening, etc.) dedication process for Houston Public Works.
    • Utilizing City’s Infrastructure Design Manual (IDM), code of ordinances, design guidelines and other design resources provided to resolve any design conflict issues.
    • Supervising Graduate Engineer, Engineer, Project Manager, and technical staff.
    • Developing performance indicators and tracking system on staff assignments.
    • Providing technical analysis and information to develop solutions and improve systems and plans.
    • Defining objectives, evaluates proposals, and makes recommendations for projects.
    • Prepares and reviews contract addendums, reports, plans, projects, and design standards.
    • Establishing goals, develops, and evaluates performance of personnel and/or projects.
    • Conducting on-site project inspections and investigations.
    • Communicating and coordinating with other members within the group, personnel in other Houston Public Works service lines/branches, and other departments, engineering consultants, technical professionals, agencies, and the general public to address inquiries and prepare responses related to areas of review.
    • Attending meetings and conferences.
    • Performing other duties as assigned.

    WORKING CONDITIONS
    This position is physically comfortable; the individuals has discretion about walking and standing.

    This is a Houston Public Works position at the Tier III Level.

    MINIMUM REQUIREMENTS

    EDUCATIONAL REQUIREMENTS
    Requires graduation from an approved curriculum in engineering that is approved by the State Board of Registration for Professional Engineers as of satisfactory standing.
    OR
    Requires graduation from an engineering or related science curriculum at a recognized institution of higher education, other than a curriculum approved by the Board and passage of the eight-hour fundamentals of engineering examination prescribed by the Board.

    EXPERIENCE REQUIREMENTS
    Six (6) years of active practice in engineering work after graduation from an approved curriculum in engineering, with two of the years as a licensed Professional Engineer are required.

    Substitution: A Master's degree in Engineering may be substituted for up to two years of the above experience requirement

    LICENSE REQUIREMENTS

    Requires registration as a Professional Engineer in the State of Texas. A specific branch of engineering (such as civil, mechanical, structural, etc.) may be required.

    Engineers from out-of-state must be hired in a position directly under the supervision of a Professional Engineer licensed by the State of Texas; ANDobtain their license as a Professional Engineer in the State of Texas within six months from date of hire for continued employment with the City of Houston.

    A valid Driver's License and compliance with the City of Houston's policy on driving.

    PREFERENCES

    Preference shall be given to applicants with experience in wastewater/water infrastructure and/or facility design, easements, plats, contracts and/or using ProjectDox or electronic plan review system

    Preference may be given to applicants with a TCEQ Water and/or Wastewater Operator’s license.

    **Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for such persons are among the most qualified candidates for the position and all other factors in accordance with Executive Order 1-6**

    SALARY INFORMATION
    Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.

    PAY GRADE: 29
