DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS Houston Floodplain Management Office oversees city’s compliance with the National Flood Insurance Program (NFIP) in accordance with the requirements of Title 44 Code of Federal Regulations Sec 59 and 60 that allows its resident and business to secure insurance protection against flooding events at the most reasonable rates available. The NFIP regulations outline the responsibilities that communities must accept to remain eligible to participate in the NFIP. These Federal regulations are adopted and enforced by the city under Section 19 of the Houston Code of Ordinance.
The Floodplain Management Office is seeking a Supervising Engineer that will be responsible for overseeing all permitting and construction activities within the City of Houston’s Special Flood Hazard Area in accordance with the provisions of the City of Houston’s floodplain ordinance and regulations set by the Federal Emergency Management Agency (FEMA).
Key responsibilities for the Floodplain Supervising Engineer include, but not limited to, the following activities.
- Reviews and acknowledges letters of map revisions (LOMR) on behalf of the Community.
- Coordinates with other agencies regarding changes to the waterways of the Community.
- Assists the Community Rating System Coordinator as needed in administering the City's Community
Rating System program to maintains and improve City’s CRS classification, Floodplain Management
Plan and completes other required reporting and submittals to continue the City's participation in the
National Flood Insurance Program. - Oversees all private and public construction activities within the Houston Special Flood Hazard Area to
ensure compliance with Houston Floodplain Ordinance, Infrastructure Design Manual and Federal
Emergency Management Agency Regulations. - Reviews subdivision plats for conformance with Houston Floodplain Ordinance.
- Coordinates and process requests for variances and design exceptions and present the cases to the
general appeal board. - Reviews and issues permit for private development and public infrastructure projects in the floodplain.
- Establish and supervise the duties and performance of the plan review staff and address customers
complaints and concerns. - Attends meetings and conference to provide assistance to inquiries concerning rule and regulation
interpretations and technical problems from engineers, contractors and other local government
entity. - Analyzes plan review process, develops, and implement plan for increasing efficiency including
standard rejection comments. - Coordinates with Geographical Information System or appropriate group to ensure floodplain layers are
updated quarterly. Adds additional information including model cross section locations with data.
WORKING CONDITIONS The position is physically comfortable. The individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.
This is a Department of Houston Public Works Emergency Management position at the Tier III Level.
MINIMUM REQUIREMENTSEDUCATIONAL REQUIREMENTS Requires graduation from an approved curriculum in engineering by the State Board of Registration for Professional Engineers with satisfactory standing.
OR
Requires graduation from an engineering or related science curriculum at a recognized institution of higher education, other than a curriculum approved by the Board and passage of the eight-hour fundamentals of engineering examination prescribed by the Board.
EXPERIENCE REQUIREMENTS Six (6) years of active practice in engineering work after graduation from an approved curriculum in engineering, with two of the years as a licensed Professional Engineer are required.
Substitution: A Master's degree in Engineering may be substituted for up to two years of the above experience requirement.
LICENSE REQUIREMENTS Requires registration as a Professional Engineer in the State of Texas. A specific branch of engineering (such as civil, mechanical, structural, etc.) may be required.
May require a valid Texas Driver’s License and in compliance with the City of Houston’s policy on driving.
PREFERENCESPreference shall be given to applicants who have experience in floodplain management.
Preference shall be given to applicants who are Certified Floodplain Managers.
**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.** GENERAL INFORMATIONSELECTION/SKILLS TESTS REQUIRED: None
