    The Division of Behavioral Health is seeking an Accountant Manager for the Central Office domiciled in Jefferson City, Missouri. This position reports to the Director of Fiscal Operations.

    Base salary offered is up to $89,000.00 annually, commensurate with education and experience. The salary listed in this job description is a base salary rate. Applicants eligible for time of service pay adjustment or shift differentials may exceed the salary range listed above.

    • Act as fiscal liaison with the Division's psychiatric facilities, including:
      • Oversight of expenditure tracking, ensuring appropriations are used correctly.
      • Working with facilities on projected lapses or shortfalls.
      • Leading monthly calls with facilities, allowing fiscal updates on spend.
      • Oversight of facility org chart completion.
      • Oversight of legislative requests related to facilities, such as vacancy reports.
      • Understand/assist in consumer billings and contracts done by the psychiatric facilities.
      • Analyze revenue earned by the psychiatric facilities to determine increase or decrease in revenues and adjustments in spending based on those revenues.
      • Assist with fiscal year end processes for the psychiatric facilities.
    • Assist in the annual budget development and requests for the psychiatric facilities. This includes:
      • Coordination of the core and program forms to be updated annually with varying facility/program staff.
      • Responsibility for the fiscal reporting on program forms.
      • Assisting in the writing of new decision items, to include the fiscal development as well as creation of the supplemental decision items.
      • Coordination and response to any legislative requests regarding budget for the psychiatric facilities.
    • Ensure new funding is followed by appropriation intent.
    • Assist fiscal manager in the new MOVERS system to include joint decision-making efforts regarding all DBH chart of accounts, and working with facilities for all changes that impact them.
    • Create and interpret reports for managerial decision making.
    • Participate in the development of improved procedures and controls.
    • Travel to all the psychiatric facilities at a minimum of quarterly per year.
    • Understand all fiscal processes by facilities to determine unification, coordination, consistency is accomplished and followed.
    • Understand/assist in facility HR/payroll processes.
    • Understand/assist facilities with CHARTe.
    • Supervise other fiscal staff.
    • Other duties as assigned.


    • Bachelor's Degree required.
    • Experience using a Microsoft Windows Operating System.
    • Proficiency with Microsoft Excel.
    • 3-5 years of experience working with state-run inpatient facilities.
    • Ability to analyze financials and alert management of outliers.
