As Director of Banking, you will lead the division responsible for managing Missouri’s banking services and coordinating cash flow to support the state’s investment portfolio. You’ll work with a dedicated team that promotes savings, economic development, and educational initiatives across the state. Your leadership will be key in safeguarding the financial resources of Missouri’s citizens and ensuring the integrity of the state’s banking operations.
Salary Range : 72,336 to 126,072.
Key Responsibilities: - Maintain and update fiscal policies and operating procedures to ensure compliance with Missouri law and Governmental Accounting Standards Board (GASB) guidelines.
- Lead daily banking operations, providing oversight and support to staff to ensure smooth and secure financial transactions.
- Provide strong leadership and hands-on mentorship to guide, support, and develop team members-fostering a culture of growth, collaboration, and continuous improvement.
- Champion process improvement by identifying opportunities to enhance efficiency and drive strategic initiatives aligned with the Treasurer’s mission.
- Collaborate with internal and external stakeholders to address banking-related needs, resolve issues, and strengthen partnerships.
- Manage and review annual submissions for the Annual Comprehensive Financial Report and other office audits, ensuring accuracy and timeliness.
- Oversee the procurement process for statewide banking services, ensuring transparency, compliance, and value for the state.
Minimum Qualifications: - Bachelor’s degree in accounting, finance, business administration, or a related field.
- Solid understanding of Generally Accepted Accounting Principles (GAAP).
- Familiarity with banking products, services, and treasury operations.
- 5+ years of experience in governmental accounting, auditing, or banking.
- 2+ years of supervisory or management experience.
- Proficiency in Microsoft Office, especially Excel and Access.
- Strong communication and analytical skills.
- Proven ability to manage projects and lead teams effectively.
Preferred Certifications: - Certified Public Accountant (CPA) - Strongly preferred.
- Certified Government Financial Manager (CGFM) - May be considered in lieu of CPA.
- Certified Treasury Professional (CTP) - May be considered in lieu of CPA.
- Accredited ACH Professional (AAP) - May be considered in lieu of CPA.
Preferred Qualifications: - Experience with the State of Missouri’s integrated financial, HR, and payroll system (SAMII).
