You’ll work with industry and their contractors along with team members within the Air Pollution Control Program to ensure that stack tests provide high quality data for a variety of air pollutants. You will review stack test plans, travel to sites to observe the stack testing, and review stack test reports.
- Review stack test plans. Test plan reviews often include a review of state air regulations and permits, federal regulations, applicable test methods, and coordination with the United State Environmental Protection Agency (USEPA). Communicate any test plan concerns with the regulated community and their associated contractors. After agreeing upon the plan, provide approval as needed.
- Observe stack testing. Travel to industrial facilities in order to ensure stack testing is occurring as required in the applicable regulation. If testing and/or facility operations are not sufficient during observations, communicate concerns as needed. Testing frequently occurs several hundred feet above ground. Overnight travel is often required, and some industries require a respirator.
- Review stack test reports. The review includes evaluating large amounts of data and performing some calculations. In addition to recalculating the results, the review includes a review of state air regulations and permits, federal regulations, applicable test methods, communication with the applicable facility, test crew, and USEPA. After completing the review, evaluate the facilities compliance with applicable limits, and communicate any concerns with the regulated community and their contractors.
- Assist with enforcement cases. When violations are identified during the review, a letter documenting the violations and required actions must be sent to the facility and, depending on the severity of the violation, refer the violation for further enforcement action. As a technical expert to the circumstances surrounding the violation (what the testing requirement is, and how the facility failed to demonstrate compliance), provide information and support as needed.
