    The City of Murrieta is accepting applications for the position of Maintenance Worker I/II to fill one (1) current vacancy in our Municipal Services Department . The eligibility list established may be used to fill upcoming vacancies within this classification for up to one (1) year.

    POSITION The City of Murrieta is seeking a dedicated and hardworking individual to join our Municipal Services Department as a Parks Maintenance Worker I/II. This position plays a vital role in maintaining the City’s beautiful parks, trails, and recreational facilities to ensure they remain clean, safe, and welcoming for all community members. As part of a collaborative and service-driven team, the Parks Maintenance Worker will perform a variety of tasks including facility upkeep, equipment maintenance and minor repairs. This is an excellent opportunity for someone who takes pride in their work and is committed to enhancing the quality of life for Murrieta residents through the care of our public spaces.

    DEFINITION

    Under immediate (I) to general supervision (II), performs a variety of semi-skilled and skilled work in the construction, modification, maintenance, and repair of City infrastructure, including streets, storm drains, traffic signs and rights-of-way, City parks and open spaces, and building facilities; uses and operates a variety of manual and power tools and light to heavy power-driven equipment; and performs related works as required.

    SUPERVISION RECEIVED AND EXERCISED

    Receives immediate (Maintenance Worker I) to general (Maintenance Worker II) supervision from assigned supervisory or management personnel. Exercises no direct supervision over staff.

    CLASS CHARACTERISTICS

    Maintenance Worker I - This is the entry-level classification in the Maintenance Worker series. Initially under close supervision, incumbents learn and perform routine maintenance to City infrastructure, systems, grounds, parks, and facilities. As experience is gained, assignments become more varied, complex, and difficult; close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently. Positions at this level usually perform most of the duties required of the positions at the Maintenance Worker II level, but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise.

    Maintenance Worker II - This is the fully qualified journey-level classification in the Maintenance Worker series. Positions at this level are distinguished from the Maintenance Worker I level by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.

    This class is distinguished from the Senior Maintenance Worker in that the latter performs the more complex work assigned to the series and provides technical and functional direction over lower level staff.

    Positions in the Maintenance Worker I/II class series are flexibly staffed; positions at the Maintenance Worker II level are normally filled by advancement from the Maintenance Worker I level; progression to the Maintenance Worker II level is dependent on (i) management affirmation that the position is performing the full range of duties assigned to the classification; (ii) satisfactory work performance; (iii) the incumbent meeting the minimum qualifications for the classification including any licenses and certifications; and (iv) management approval for progression to the Maintenance Worker II level.

    ESSENTIAL FUNCTIONS

    Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.

    Positions at the Maintenance Worker I level may perform some of these duties and responsibilities in a learning capacity.

    When assigned to any Division
    • Inspects assigned City area for safety issues and possible future work projects, and appropriately marks areas that need to be repaired
    • Operates and maintains specialized vehicles and a variety of light, medium, and heavy equipment related to the construction, maintenance, and repair of parks and grounds, streets, or facilities
    • Operates a variety of hand and power tools and equipment related to work assignment as instructed
    • Observes safe work methods and makes appropriate use of related safety equipment as required
    • Maintains public facilities, shop and garage areas, storage sites, and other work areas in a clean and orderly condition, including securing equipment at the close of the workday
    • Inspects City premises for graffiti vandalism, uses appropriate chemicals and high-pressure equipment to remove graffiti
    • Installs street barricades and cones and controls traffic around work sites, street closures, and special events to ensure safe conditions for the general public and City staff
    • Interacts with and provides information for the public and City staff
    • Maintains accurate logs and records of work performed and materials and equipment used
    • Attends training, meetings, and workshops as required to enhance job knowledge and skills
    • Estimates quantities needed and recommends selection of materials, replacements, etc. for respective areas
    • Coordinates assigned services and activities with those of other divisions and outside agencies
    • Responds to emergency situations as required
    • Ensures staff compliance with City and mandated safety rules, regulations, and protocols
    • May be temporarily assigned, on a daily basis, to other Maintenance Divisions including Public Works, Parks, and Facilities
    • Performs other duties as assigned


    When assigned to the Municipal Services Maintenance Division
    • Performs construction, maintenance, and repair activities of City streets and roadways to ensure safe and efficient access for the public, including alleys, sidewalks, curbs and gutters, storm drains, roadway base and sub-base, guard rails, asphalt, pavement, crack seal application, concrete repair, traffic and street sign installation, repair, and reflectivity, and pavement markings
    • Performs inspection, construction, maintenance, and repair activities of City storm water and drainage systems to ensure safe and efficient access for the public, including concrete and open channels, pipes, drains, detention basins, and drop inlets
    • Digs trenches, places shoring, deconstructs surfaces for repair or replacement, and clears area of brush or other related obstacles.
    • Installs, maintains, and repairs traffic signs, in accordance with Federal, State, and City codes
    • Participates in concrete maintenance, including attending to trip hazards, demolishing and removing concrete, and forming, pouring, and finishing sidewalks, handicap ramps, curbs, and gutters
    • Performs nuisance abatement by removing illegally dumped trash, glass, automotive parts, yard waste, furniture and other household items found in the City; performs weed abatement as needed


    When assigned to the Parks Division
    • Performs tree trimming and removal services, including pruning branches, grinding tree stumps to ground level, and removing trees safely and efficiently
    • Inspects, maintains, removes, and installs playground equipment, picnic tables, and related parks equipment and facilities; paints park buildings and other facilities
    • Rakes leaves and clears debris from walkways, fields, and other facilities
    • Opens parks and restrooms daily; picks up trash and empties barrels
    • Cleans and maintains restrooms; stocks restrooms with necessary supplies; repairs toilets, urinals, and faucets as needed
    • Provides support to City events; gathers supplies; maintains and refurbishes event equipment; drives trucks and vehicles and pulls trailers
    • Removes debris from parks; maintains landscape areas throughout the City


    When assigned to the Building Facilities Division
    • Maintains and repairs City facilities, equipment, and buildings by performing a wide variety of carpentry, lighting, electrical, plumbing, painting, and mechanical repair work; inspects facilities and buildings for maintenance and repair needs and safety concerns; makes installations, replacements, and repairs as needed; performs routine building maintenance work as necessary, such as changing light bulbs, hanging pictures and signs, replacing batteries, clearing roof gutters and drain pipes
    • Performs a variety of electrical repairs and installations, such as light fixtures, system protective devices, switches, alarm systems and related equipment
    • Installs, repairs and maintains sinks, faucets, toilets, drinking fountains, pumps, and related equipment
    • Performs framing, rough and finished carpentry, and cabinetry to erect small structures, partition interior spaces, frame and trim doors and windows, and build interior appurtenances
    • Hangs, tapes and textures wallboard; patches plaster; applies interior finishes such as paint, paneling, varnishes, etc.
    • Performs the full range of masonry duties; installs and repairs drywall
    • Maintains, repairs, and performs preventative measures on building and facility exteriors, such as water-proofing, repairing gutters and roofing, and replacing exterior fixtures
    • Performs pest control for small animals and insects


    Minimum Qualifications

    EDUCATION AND EXPERIENCE
    Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

    Required:
    • Maintenance Worker I/II - High School Diploma or equivalent (GED).
    • Maintenance Worker I - One (1) year of experience in construction, maintenance, and/or repair of parks, streets and roadways, storm water and drainage systems, traffic signs, facilities maintenance and/or related systems.
    • Maintenance Worker II - Three (3) years of experience in construction, maintenance, and/orrepair of parks, streets and roadways, storm water and drainage systems, traffic signs, facilities maintenance and/or relatedsystems or two (2) years of experience equivalent to Maintenance Worker I with the City of Murrieta.


    LICENSES AND CERTIFICATIONS
    • Possession of, or ability to obtain and maintain, a valid California Class C Driver's License.

    Some positions may also require:
    • Possession of, or ability to obtain and maintain, a valid California Class B Driver's License.
    • Possession of, or ability to obtain, a Qualified Pesticide Applicator Certificate "B" or "C" issued by the California Department of Pesticide Regulation.
    • Possession of, or ability to obtain, Confined Space Entry certification.
    • Possession of a Playground Safety Instructor Certificate issued by a nationally recognized organization such as the National Recreation and Park Association (NRPA) or International Playground Safety Institute (IPSI) is desirable.

    PHYSICAL DEMANDS

    Must possess mobility to work in the field; strength, stamina, and mobility to perform medium to heavy physical work; to sit, stand, and walk on level, uneven, or slippery surfaces; frequently reach, twist, turn, kneel, bend, stoop, squat, crouch, grasp and make repetitive hand movement in the performance of daily duties; possible entry into confined spaces and the use of confined entry equipment, to climb and descend ladders, to operate varied hand and power tools and construction equipment, and to operate a motor vehicle and visit various City sites; and vision to inspect and operate equipment. The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards. Finger dexterity is needed to operate and repair tools and equipment. Employees must possess the ability to lift, carry, push, and pull materials and objects averaging a weight of 75 pounds or heavier weights of up to 250 pounds in all cases with the use of proper equipment and/or assistance from other staff.

    ENVIRONMENTAL CONDITIONS

    Employees work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspace, chemicals, vermin, insects, and parasites, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

    • RETIREMENT : The City participates in the California Public Employees' Retirement System (CalPERS).
      • Tier 1 (Classic Members hired prior to 12/30/2012)
        • Final Compensation: Highest twelve (12) consecutive month period
        • Member Contribution: 8.0% of compensation
        • Formula: 2.7% at 55
      • Tier 2 (Classic Members hired on or after 12/30/2012)
        • Formula: 2.0% at 60
        • Member Contribution: 7.0% of compensation
        • Final Compensation: Highest thirty-six (36) consecutive month period
      • Tier 3 (New Members)
        • Formula: 2.0% at 62
        • Member Contribution: 50% of normal cost (currently 8.0% of compensation)
        • Final Compensation: Highest thirty-six (36) consecutive month period
    • MEDICAL INSURANCE : The City contributes up to $1,891.28 per month toward medical insurance for employees and their eligible dependents.
