Job Location: This position will be located at 205 Jefferson St., Jefferson City, MO 65101.
Why you’ll love this position: Career and Technical Education (CTE) Finance will provide local education agencies (LEAs) with financial information regarding CTE programs and grants. The CTE financial information will include the following: allocations, payments, due dates, coding, funding changes, financial reminders, monitoring requirements and other guidance. CTE Finance will also provide technical assistance to LEAs regarding Federal finance regulations and fiscal oversight and monitoring of CTE grant programs.
- Coordinate the financial and accounting functions for all state and federal programs within Office of College and Career Readiness (OCCR), including, but not limited to curriculum services, career education, school counseling, literacy, adult education, and student health and wellness.
- Oversee the budget, allocation, distribution, and monthly reconciliation of all program funds within the Office.
- Oversee and assist in the review and approval of financial applications, payment requests, invoices, and final expenditure reports for program funds.
- Complete fiscal sections of grant applications, State Plans, and financial reporting pertaining to the Office of College and Career Readiness.
- Perform an annual risk assessment and monitoring for applicable programs.
- Review and interpret fiscal statutes and regulations related to assigned programs. Apply a working knowledge of these laws and regulations to ensure compliance and accountability at the state and LEA level.
- Develop resources and guidance documents to assist LEAs with the implementation of rules, statutes, and regulations, which may include providing webinars, presentations, training, and targeted technical assistance to varied audiences related to financial topics for these programs.
- Create legislative budget requests by gathering program data, trend analysis, and program expenditure history to project upcoming program funding needs.
- Assist in the completion of fiscal note responses related to proposed legislation.
- Assist with procurement of services, including obtaining bids and creating proposals/contracts to ensure compliance with purchasing requirements.
- Oversee the development of specifications for web-based applications and ensure successful implementation.
- Demonstrate regular, reliable, and engaged attendance.
Minimum Qualifications: - Bachelor's degree from an accredited college or university in Business Administration, Finance, Education, or closely related field.
OR - Four years of successful relevant work experience in finance, education, ESEA programs, administrative duties or closely related employment and possession of a high school diploma or equivalency.
