    The San Bernardino County Department of Behavioral Health invites qualified professionals to apply for the position of Facilities & Project Management Supervisor* to oversee a medium to large staff who performs a variety of complex administrative, operational, research, and analytical functions in support of Facilities & Project Management activities which include: capital improvements, remodeling, and maintenance projects within the Department. The incumbent will lead and coordinate projects, including new construction, remodels, facility planning, ongoing operations, and lease reviews. Duties will include overseeing grant applications, managing timelines, resources, and cross-functional teams to ensure successful project delivery. The incumbent will be expected to employ excellent communication and organizational skills to drive project completion, manage timelines, make recommendations to management, and support the preservation and improvement of Department facilities.

    The Department of Behavioral Health (DBH) is responsible for providing mental health and substance use disorder services to county residents who are experiencing major mental illness or substance abuse related issues. DBH provides mental health and substance use disorder prevention and treatment services to all age groups, with a primary emphasis on treating children/youth who may be seriously emotionally disturbed, adults who are experiencing a serious and persistent mental illness, and individuals who are experiencing substance use disorders. DBH also provides an array of outreach/engagement, prevention, and early intervention services. DBH's core values are service, integrity, accountability, and trust.

    DBH is a unique County Department comprised of eight (8) direct service areas: Community Outpatient and Transitional Age Youth Services; Youth Collaborative and Justice Involved Services; Substance Use Disorder and Recovery Services; 24 Hour and Specialty Services; Adult Justice Involved and Diversion Services; Medical Services; Community Engagement and Equity Services; Office of Patients' Rights and five (5) indirect service areas: Administrative and Fiscal Services; Public Relations and Outreach Services; Program Support Services; Disaster and Safety Unit; and the Office of Compliance. The Department currently has a workforce in excess of 1000 positions and an approximate $700 million-dollar annual budget.

    CONDITIONS OF EMPLOYMENT

    Pre-Employment Process: Prior to appointment, applicants must pass a background investigation, which includes fingerprinting, credit check, and/or medical exam, which may include drug and/or TB testing. Applicants must be a U.S. Citizen or a permanent U.S. resident.

    Travel: Travel throughout the County may be required. Employees will be required to make provision for transportation.

    Minimum Requirements

    REQUIRED EXPERIENCE: Applicants must meet ONE of the following three options:
    Option 1 - CONTRACTS/ORGANIZATIONAL EXPERIENCE:

    Eighteen (18) months of full-time equivalent professional-level administrative experience performing analytical duties as a primary job function in the areas of contracts, bid/proposal, and/or grant management.

    Option 2 - PROJECT MANAGEMENT EXPERIENCE:

    Eighteen (18) months of full-time equivalent professional-level project management experience over multiple capital improvement and building projects, with responsibility from project conception to completion.

    Option 3 - PROFESSIONAL EXPERIENCE:

    Two (2) years of full-time professional-level experience with primary responsibility for analyzing, interpreting and making recommendations to management in a combination of the following areas: Budget/Financial Analysis; Requests for Proposals/Contracts; Analysis and Interpretation of Quantitative Data; Facilities Planning/Property Management; Planning; Grants Management; Organizational Analysis; or Project Management.

    REQUIRED LEAD/SUPERVISORY EXPERIENCE:

    One (1) year of lead or supervising work experience over a support services staff.

    REQUIRED EDUCATION

    A completed bachelor's degree or higher in Project Management, Public/Business Administration, Behavioral/Social Science, or other relevant field of study.

    Education Substitution: A completed Associate's Degree from an accredited college or university in a qualifying field of study as stated above AND two (2) years of experience supporting management or professional level administrative services staff in any of the following areas: analytical studies, organizational operations, staffing projections and related budgeting, fiscal/budget analysis, data analysis, statistical analysis, accounting, economics or other closely related duties.
    Important Note: Two (2) years of experience supporting management or professional-level administrative services staff is a substitution for those applicants who do not possess a Bachelor's Degree. Therefore, if you are applying under this substitution option, you must possess the substitution experience in addition to a required experience option listed above.

    Note: Qualifying coursework must have been completed at a college or university accredited by an association recognized by the United States Department of Education. Degrees or coursework completed outside the U.S. must be accompanied by an evaluation report from a reputable credential evaluation service showing equivalency to degrees or coursework completed at a college or university accredited by an association recognized by the United States Department of Education.

    Desired Qualifications

    Ideal candidates will have strong project management skills, including knowledge of relevant methodologies and the ability to effectively communicate with stakeholders; and possess progressively responsible experience managing special projects or performing complex project management work. An understanding of capital and building projects, including the ability to prepare clear and accurate bid documents, capital improvement requests, and planning materials. Candidates must demonstrate sound judgment, initiative, and analytical skills to develop solutions and meet deadlines. Proficiency with CAD and other facility management software is highly desirable.

    Ideal candidates will also have extensive experience preparing and processing county, state, and/or federal contracts, procurement and service contracts, processing and preparing grant applications, conducting competitive bids, and negotiating contracts with vendors.

    Desired knowledge and skills include:
    • An understanding of principles and practices of project management as applied to mid to large scale projects.
    • Excellent writing skills with the ability to prepare clear and accurate bid and procurement documents, capital improvement project requests, and other capital improvement planning documents.
    • Effective and persuasive communicator with the skills and knowledge of techniques required to negotiate contract terms beneficial to the County and educate and ensure contractor compliance.
    • The ability to perform complex, sensitive, and detailed administrative and analytical work involving the use of independent judgment and personal initiative to make decisions, develop solutions, and meet deadlines.
    • Knowledge of pre-development, design, construction, and close out of capital improvement projects.
    • Knowledge of Computer Aided Design (CAD) Software and/or other facility management software.
