The Office of Geospatial Information (OGI) is seeking to fill a GIS Specialist position for the Department of Health and Senior Services (DHSS). This position requires someone that is passionate about utilizing and promoting GIS technologies to address health issues in the state of Missouri. You’ll be part of a team of GIS professionals that has used GIS to respond to the health issues affecting Missouri. You’ll be responsible for maintaining, developing, and supporting GIS activities within DHSS. Projects you’ll manage include the Sewershed Surveillance Map, maintaining data for healthcare needs, developing facility field inspection forms, and assisting DHSS staff with GIS support.
This position is within the Office of Administration, Information Technology Services Division, Office of Geospatial Information (OGI).

- Help GIS users of DHSS with their GIS needs by cultivating a culture of practice and advocating and integrating GIS use in business processes.
- Coordinate with DHSS programs and staff to develop field and web browser inspection forms using ArcOnline Survey123 for inspecting lead abatement projects, inspecting residences for childhood lead exposure, sampling drinking water for lead in school and daycare facilities, and others as requested by the agency.
- Perform data updates and web map application maintenance for Sewershed Project. Also participates in Sewershed workgroup to provide data management, technical, and geospatial recommendations for project.
- Coordinate with Public Health Emergency Preparedness and Response (PHEP) and the State Emergency Management Agency (SEMA) during emergency events.
- Assist in developing data management policies and standards to store and manage sensitive data in ArcGIS Portal for DHSS use.
- Assist DHSS and ITSD with migrating legacy systems and workflows to be more efficient and automated.
- Manage DHSS’s ArcOnline org by allocating licenses, managing ArcOnline sharing groups, and managing user roles.
- Trains and assists new and existing DHSS GIS users.
- Plans, coordinates, facilitates, and works on specific GIS projects and activities within the assigned agency/division with coordinating with GIS Manager and GIS Team.
- Serves as an expert on spatial technology matters.
- Collaborate with State, Federal, and Local health agencies.
- Performs GIS data acquisition and maintenance of data on the enterprise geodatabase.
- Create ArcGIS Server web services and utilize REST services to develop Web applications.
- Plan, design, and develop ESRI ArcGIS Online Web applications, including Dashboards, Workforce projects, interactive web map applications, and Survey123 forms.
- Bachelor’s degree in GIS, Geography, Computer Science, or a closely related field.
- Ability to convey technical information and concepts to non-technical staff and stakeholders.
- Serves as an expert on spatial technology matters.
- Ability to create GIS models to automate data updates. Knowledge of Python is encouraged but not required.
- Ability to define a problem, analyze relevant information, and develop solutions and plans to solve the problem.
- Ability to develop and sustain cooperative working relationships.
- Knowledge of data standards regarding sensitive datasets.
- Ability to work on tight deadlines and under high-pressure situations.
- Excellent communication skills, both verbal and written.
- Comprehensive knowledge of the principles, practices, terminology, and trends in GIS.
- Working knowledge of geodatabases, cartography, and ArcGIS Server.
- Comprehensive knowledge and experience with ESRI ArcGIS Desktop Products (ArcMap, ArcCatalog, ArcPro) and extensions (such as Spatial Analyst, Network Analyst, 3D Analyst, Geostatistical Analyst etc.)
- Experiences in ESRI cloud based technology that are utilized by ArcGIS Online.
- Ability to be self-motivated, exercise independent judgment and take action on it.
- Ability and willingness to learn and adapt to changing GIS technologies and capabilities.
- Successful background check results are required for employment in this position. This may include background checks involving a candidate’s name and/or fingerprints and other screenings as needed for the specific position.
Lack of post-secondary education will not be used as the sole basis denying consideration to any applicant.
