Join a 7-person financial team that provides accounting, budget, procurement, and general services functions for Missouri’s Department of Economic Development (DED). You will serve as an integral part of DED by providing procurement, contract, and financial services, while assisting staff across the department in the areas of accounts payable and accounts receivable . You’ll also help DED achieve our mission of helping create greater opportunities for Missourians to prosper as well as be a good steward of state and federal dollars .
• Perform accounting functions and data entry into the state’s financial system (SAMII) and procurement system (MissouriBuys) including accounts payable, accounts receivable, fund accountability, auditing financial data, and processing journal vouchers (JVs) to ensure regulatory compliance and appropriateness of financial transactions
• Complete Special Delegation of Authority (SDA), Program Grant Acknowledgement (PGA), Expenditure Registration System (ERS) and Single Feasible Source (SFS) paperwork
• Monitor Minority Business Enterprise/Woman Owned Business Enterprise (M/WBE) participation credits and complete subsequent annual report to the Office of Equal Opportunity (OEO) using SAMII, data warehouse, and MOBIUS reports
• Prepare and review supporting documentation for the Annual Comprehensive financial Report (ACFR)
• Perform periodic audit and review of expenditures, including but not limited to, expense accounts and SAMII financial documents
• Complete compliance audits for complex P-Card statements, including coding and payment in SAMII
• Serve as the contract coordinator for DED, which includes; preparation of bids to be sent to Office of Administration (OA) or vendors, evaluation and award of bids, entering proposals and purchasing orders/payments into MissouriBuys, and maintaining all contract tracking
• Serve as the DED Mobile Device Coordinator, which includes; completing ITSD Cherwell tickets, track DED devices, ensuring device compliance with iOS systems and ITSD rules, and approve mobile device applications for team members
• Serve as the DED Missouri Vocational Enterprises (MVE) purchaser/coordinator, which includes; completing MVE order forms and/or waivers for items not purchased through MVE, completing appropriate coding and payment of orders, and tracking all orders
• Assist with compliance auditing for monthly expense reports and out of state travel requests to ensure accordance with state and department policies and procedures
• Serves as back-up with P-Card coordination, iTrack Reverification, 5-year ITSD Refresh, federal grant accounting tasks, and Payment Management System (PMS) system when needed
Qualifications:
• At least four years of relevant experience. This can be obtained through a combination of work experience in government budget administration and completion of a Bachelor’s degree in Accounting, Finance, Business Management, or closely related field
o Lack of post-secondary education will not be used as the sole basis for denying consideration to any applicant
• Knowledge of the SAMII and data warehouse reporting, as well as the MissouriBuys System
• Familiarity with federal grant application procedures and guidelines, as well as MO State Statues
• Expertise with Microsoft Excel and Word
• Ability to demonstrate regular and reliable attendance.
