Job Location: This position will be located at 205 Jefferson St., Jefferson City, MO 65101.
Why you’ll love this position: This section is responsible for preparing and presenting the Department's annual budget request, implementing and monitoring the approved budget, preparing fiscal responses as requested by the Legislative Oversight Division and providing additional information requested by the Office of Administration, Governor's Office, House of Representatives and Senate.
Budget • Work closely with the Chief Budget Officer and Budget Director in the completion of the DESE budget.
Hearings • Attend Department budget and legislative hearings, in person or virtually. Take notes during hearings, prepare list of follow-up items requested, and assist in formulating the responses.
Fiscal Notes • Assist Budget Director with fiscal note review and responses. Serve as back-up to Budget Director especially on fiscal notes.
Expenditure Controls • Analyze departmental budgeting and accounting reports for the purpose of maintaining expenditure and program controls.
• Prepare accounting system documents for the purpose of maintaining expenditure and program controls.
Reporting • Run monthly reports for the Department’s fiscal liaisons.
• Develop analytical reports using accounting system and budgeting system software.
• Develop analytical applications and presentations using Outlook, Excel, Word, MOVERS, PowerPoint and Access.
- Analyze financial data and monitor spending to forecast future budget needs.
• Assemble fiscal and statistical data for use in budget process and maintain files.
• Assist in preparation of spreadsheets needed for board meetings.
Other • Exercise progressive independence in carrying out assignments within established policies and procedures.
• Communicate effectively both orally and in writing.

Minimum Qualifications:• Bachelor’s degree in business administration, accounting, finance, or closely related field from an accredited college or university.
OR • Four or more years of experience in accounting, budget or related field with in-depth knowledge of the budget process, legislative process, and political system, and possession of a high school diploma or equivalency.
