    Duties Description

    Under the direction of higher-level Labor Relations staff in the OPRHP Main Office in Albany, the selected candidate’s duties will include, but not be limited to:
    • Perform clerical tasks as assigned to support the Employee Relations Bureau (ERB).
    • Open, manage, and see through ERB ITS tickets in a timely manner.
    • Coordinate RFQ bids with purchasing and maintain third-party contracts when necessary preferred source venders are unable to render services.
    • Coordinate ERB travel. This includes booking travel accommodations at the NYS per diem rate, reserving agency vehicles, and filling out proxy approval forms that are sent to the agency’s finance department.
    • Inspect, verify, and process ERB billing through the Statewide Financial System (SFS).
    • Case Tracking and Filing - (Grievance, Discipline, EHS, Counseling, Probation Terminations, Seasonal Terms, IG Investigations)
    • Track, file, and follow up on case documentation including, but is not limited to, grievances, notices of interrogation, notices of discipline, settlement agreements, arbitration hearings, counseling memos, probation terminations, seasonal terminations, direct orders, incident reports, emails, letters and evidence.
    • Draft correspondence, memos, notices, direct orders, and other documentation, as appropriate and necessary.
    • Update electronic tracking system to reflect opening, developing, and closing cases.
    • Assist in the management of the Commercial Driver License (CDL) program, including maintenance of employee information in various shared spreadsheets and maintain communication with the agency’s drug testing vendors and regional staff regarding program questions and concerns.
    • Perform routine processing activities such as scanning, copying, and checking forms and documents for completeness and accuracy.
    • Respond to inquiries from various parties, as appropriate, regarding ERB activities and refer inquiries to other Labor Relations staff, as necessary.
    • Manage the ERB main phone line and be the first point of contact regarding ERB inquiries.
    • Review and approve Employee Organizational Leave (EOL) for elected union representatives.
    • Generate and distribute Section 208 reports to various unions bi-weekly.
    • Track and order ERB supplies, as necessary.
    • Gather, compile, and prepare data from manual or automated files and sources for various reports, publications, records, or other external or internal communications.
    • Review forms and applications and make appropriate determinations.
    • Open and distribute mail on a daily basis.
    • Manage the ERB shared mailbox.
    • Perform other duties as assigned.

    Minimum Qualifications

    There are no minimum qualifications per Civil Service.

    DURATION: Long-term, temporary and seasonal position.

    DESIRED COMPETENCIES:
    • Experience with Microsoft Excel, Word, Teams, SharePoint, WebEx, and Access.
    • Ability to learn new computer applications.
    • Experience managing multiple priorities.
    • Ability to communicate with diverse individuals effectively and professionally on varying levels, both within an agency as well as outsize organizations.
    • Ability to think and work independently to problem solve, to learn new things and to adjust to change.
    • Ability to stay focused on work and complete assignments in a highly dynamic environment.
    • Excellent time management and organizational skills with the ability to manage multiple schedules and outlook calendars.
    • Proclivity towards maintaining a daily goal-oriented task list.

    BENEFITS:
    This position has the option to join the NYS Employee’s Retirement System and is eligible for health insurance, dental and vision coverage. There is opportunity for paid time off in the form of vacation, sick, personal and holiday leave after time & service requirements has been met.
