    Ability to design and implement program and initiative evaluations, including determining sources for obtaining data in support of these tasks.

    Write programs using SQL-based logic to extract data from agency databases using knowledge of the various subsystems and databases that support departmental operations and initiatives; link records across databases to create new and unique analytical and practical data sources.

    Partner with stakeholders to design, develop, and implement web-based data collection tools related to strategic initiatives or process improvement projects; maintain existing tools unsupported by OA ITSD.

    Utilize best practices for database design and development activities.

    Provide guidance on data collection and maintenance to division leaders and teams that support strategic aims.

    Collaborate with data owners to monitor data quality, develop key indicators, and interpret implications for policy and practice.

    Prepare detailed reports using tables, charts, and narratives using advanced statistical knowledge that includes proficiency with regression, machine-learning, and qualitative analysis techniques.

    Consult with various level of administration in planning and implementing evaluation projects, including support of section activities.

    Knowledge of Tableau, SQL, R and Python statistical packages, or demonstrated ability to apply experience with similar software.

    Knowledge of JavaScript, HTML5, CSS3.

    Exercise independent judgment and initiative in performance of responsibilities; receive general administrative direction and feedback on conformance of projects and products to broad agency objectives and policies.

    Perform other duties as assigned.

    Minimum Qualifications

    One or more years as a Research/Data Analyst within the Missouri Uniform Classification and Pay System; OR

    Eight or more years of professional level experience, relevant/similar to the above listed job duties.

    (Earned credit hours from an accredited college or university may substitute for up to four years of the required experience, at a rate of 30 credit hours for one year - a minimum of four years of experience is required)

    Preferred Qualifications/Skills:

    Experience working with statistical software such as SAS, SPSS, STATA, R, or SQL is preferred.

    All requested documents MUST be received by the closing date listed.

    Some positions are eligible for a shift differential of $173.34 semi-monthly, which is provided to employees with shifts that begin on or between 12:00pm (noon) and 5:00am, and who work at a 24/7 worksite (i.e. institution, transition center, supervision center, or command center), or whose work requires regular visits to these locations. If selected for interview, eligibility may be discussed at that time with the hiring manager.

    The Department of Corrections is the only State agency that currently offers a guaranteed 1% pay increase for every two years of service up to 20 years.
