  • Job Description

    This is a professional position leading the operations of the Missouri Empowerment Scholarship Account Program (MoScholars). It's a statewide program that provides state tax credits for contributions to approved non-profit Educational Assistance Organizations (EAO). The EAOs then use those contributions to award education scholarships for K-12 students who qualify with an approved individual Education Plan (IEP) and/or living in low income households.

    Location: Missouri State Treasurer's Office, Harry S. Truman Building, Jefferson City MO

    • This position will report to the Director of Programs in the State Treasurer’s Office (STO).
    • Serves as the STO subject matter expert who is knowledgeable of all details required to meet the statutory requirements prescribed in the program.
    • Advises the STO in the development, coordination, implementation, and maintenance of Mo Scholars program.
    • Serve as the primary point of contact with the Educational Assistance Organization (EAO).
    • Establish and periodically reviews program goals and objectives, develop program policies and procedures, and monitor program activities.
    • Maintain relationships by responding to individual donors and businesses for questions regarding tax donations/scholarship eligibility and process.
    • Ensure EAO compliance with program policies and procedures.
    • Defines program needs and drafts request for proposals
    • Oversee technology service providers and manages those contracts.
    • Prepares reports on program activities, needs and outcomes; makes recommendations for program changes.
    • Reviews and analyzes program budget, service plans; makes recommendations concerning service provider reimbursement.
    • Assists other MO Scholars staff in computer operations and database input.
    • Performs other related work as assigned.

    • Ability to collect program data and prepare detailed findings and recommendations.
    • Ability to prioritize and manage multiple projects.
    • Ability to exercise sound judgment and make decisions in accordance with program policies.
    • Ability to establish and maintain effective working relationships.


    MINIMUM QUALIFICATIONS

    Applicants must meet one of the following eligibility requirements:

    A Bachelor’s degree from an accredited college or university; and ,

    Three or more years of professional experience in business management, education, non - profit; or related experience that primarily involved programs that service the population this program is designed to serve.

    (A combination of education from an accredited college or university and experience described may substitute for the stated qualifications.)
