    The Human Resources Director serves as a strategic partner in building an engaged, and efficient workforce to support our vision for the future. The ideal candidate will be a servant/visionary leader who is passionate about people and skilled at leading transformative HR strategies. This includes being responsible for the overall administration, coordination, and evaluation of human resource functions.

    This position will be located at Lewis & Clark State Office Building 1101 Riverside Drive, Jefferson City, MO 65109.

    • Strategic Leadership & Team Development:
      • Build, inspire, coach, and lead a high-performing, mission focused, human resources team, supporting a culture of stewardship, integrity, collaboration, and respect.
      • Implement strategies that maximize team member potential, including feedback that prepares them to reach their aspirational career goals.
      • Build strong working relationships with leaders across the department.

    • Provide servant/visionary leadership in all areas of Human Resources (Talent Acquisition & Total Rewards, Employee Relations, and Talent Development) and across the department:
      • Create and implement a strategic human resources plan that prepares Missouri Department of Natural Resources team members for success, safeguarding our mission and vision by developing a team that is “Talent Ready for today, tomorrow and the future.”
      • Provide guidance and oversight in the development of a comprehensive talent acquisition/recruitment plan to identify, engage, and recruit top talent.
      • Provide guidance and oversight in creating and maintaining proactive programs that enhance our team members experience including the Missouri Department of Natural Resources Leadership Institute and new team member on-boarding.
      • Lead a comprehensive program for talent development, career paths, performance management, coaching, and employee relations.
      • Oversee development and implementation of human resources initiatives, policies and procedures, and communications at a department-wide level.
      • Provide guidance and oversight for the department’s benefits and Rewards and Recognition programs.
      • Serve as the department’s representative on statewide teams and initiatives.
      • Ensure compliance with local, state, and federal employment laws and regulations.
      • Provide oversight and assistance to managers, supervisors, and team members when complex, specialized, and sensitive questions and issues arise; this includes facilitating conflict resolution, investigating allegations of wrongdoing, and other team member-related matters.
      • Maintain knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.


    To be successful in this position, a candidate will need the following skills:

    • Employment Law : Knowledge of hiring, classification, benefits, labor relations, negotiation, and Federal, state, and local employment regulations.
    • Team Member Development : Knowledge of employee development concepts, principles, and practices related to planning, evaluating, and administering training, organizational development, and career development initiatives.
    • Employee Relations : Knowledge of laws, rules, regulations, case law, principles, and practices related to employee conduct, performance, and dispute resolution.


    Equivalent to those typically gained by:

    • Bachelor’s degree from an accredited college in the following areas: Human Resources, Business, or Public Administration, Labor or Industrial Relations, Law, Social Sciences, Education or closely related field, and
    • 5 - 7 years of relevant experience in employee development, employee or labor relations, recruitment and selection, compensation, employee benefits, or position classification.


    (Additional education or experience may substitute for the required education or experience)

    Training, certification, and/or education in continuous process improvement programs such as Lean Six Sigma as well as completion of Missouri Way, Leadership Academy, and similar programs is preferred.
