    This position is with the Missouri Department of Natural Resources, Division of Environmental Quality, and will be located at Lewis and Clark State Office Building, 1101 Riverside Drive, Jefferson City, Missouri 65101.

    • Develop and maintain a thorough knowledge of municipal financial activities, including user rate calculations, municipal budgets, municipal financial statements, and audits.
    • R esponsible for completing a due diligence review of information submitted by potential borrowers (primarily municipalities) to determine the financial capability of each applicant’s ability to repay a loan.
    • Prepare loan amortization schedules.
    • Review borrowers’ annual audited financial statements and provide guidance and assistance to borrowers to ensure they maintain compliance with the terms and conditions of the funding agreements.
    • Review and processes complex payment requests for the State Revolving Fund (SRF) programs and state grant and loan programs ensuring payments are processed in accordance with internal controls, applicable Generally Accepted Accounting Principles, and federal and state guidance on program administration. Perform peer reviews of payment requests.
    • Utilize the State Revolving Fund system to enter funding obligations, process payment requests, enter journal entries, post financial transactions to the general ledger, create reports, and produce financial statements.
    • Perform monthly account reconciliations to the trial balance accounts and research discrepancies. Perform peer reviews of account reconciliations.
    • Assist with the preparation of the annual financial statements for the Clean Water and Drinking Water SRF programs and with the preparation of the SRF annual reports.
    • Assist in the collection of loan repayments and work closely with trustee bank.
    • Responsible for data entry of information into an U.S. Environmental Protection Agency database.
    • Prepare ad hoc reports utilizing Microsoft Excel, Access, SRF system, and the SAM II Financial system.


    To be successful in this position, a candidate will need the following skills:

    • Principles of Accounting : Knowledge of generally accepted accounting principles, standards, and practices (for example, double entry accounting, accrual accounting), including the full accounting cycle and the preparation of work sheets, financial statements, ledgers, and journals.
    • Financial Analysis : Knowledge of the principles, methods, and techniques of financial analysis, forecasting, and modeling to interpret quantitative and qualitative data; includes data modeling, earned value management, and evaluating key financial indicators, trends, and historical data.
    • Oral and Written Communication : Expresses information (for example, ideas or facts) to individuals or groups effectively, consider the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral and written presentations; listens to others, attends to nonverbal cues, and responds appropriately.
    • Analysis and Assessment : Uses information technology in accessing, collecting, analyzing, maintaining, and disseminating data and information.


    Equivalent to those typically gained by:

    • Bachelor’s degree* and 0-2 years of relevant experience. (substitutions may be allowed)
    • *Preferred degree program would include accounting, business administration, or finance with a minimum of 12 hours of accounting courses , or a closely related field.
    • A course in Governmental Accounting is preferred.
    • Knowledge of Generally Accepted Accounting Principles.
    • Knowledge of Microsoft Access and Excel.
    • Experience reviewing audited financial statements.
    • Excellent communication skills, with the ability to explain technical financial issues in an understandable manner.
    • Ability to prepare and maintain accurate and detailed financial records and reports.
