Why you’ll love this position:The Office of Geospatial Information (OGI) is seeking to fill our GIS Manager position. This position is responsible for the development, implementation, and management of GIS development teams, software, and strategies. It requires someone who can help us communicate the vision of expanding the use of geospatial technology across 15 agencies. You will support a dedicated group of GIS users within the State of Missouri and you will manage a team of 18 who work together to support the GIS infrastructure, provide end-user support for GIS software, and develop and maintain GIS applications and the underlying databases.
This position is within the Office of Administration Information Technology Services Division (OA-ITSD), Office of Geospatial Information (OGI).

- Work closely with the GIS Team Supervisors and other team members to evaluate and plan organizational GIS needs.
- Oversee the operation and maintenance of the GIS platform, including software updates, data storage, and application development.
- Build relationships with different agency leaders and stakeholders, identifying their geographic needs and recommending ways to integrate location into their business workflows.
- Assist agency leadership in developing geospatial strategies and policies.
- Provide expertise on geospatial issues and advise decision-makers on policy matters related to geographic information.
- Establish and implement standards and policies for managing our ArcOnline and Portal environments.
- Coordinate the dissemination of the State’s geospatial data with stakeholders and Missouri's GIS clearinghouse.
- Assist the Chief Information Officer (CIO) with strategic planning and direction.
- Participate in fiscal and contract-related activities associated with geospatial infrastructure.
- Represent the State of Missouri in state, regional, and national GIS activities.
- Participate in other GIS activities as assigned.
- Bachelor's degree in GIS, Computer Science, Geography, Environmental Science/Geology, or a closely related field with a strong GIS/IT emphasis.
- Comprehensive knowledge and experience with ESRI ArcGIS platform, including ArcGIS Pro, ArcGIS Online, and ArcGIS Enterprise.
- Comprehensive knowledge of spatial data analysis, map design, and data management.
- Working knowledge of geodatabases, and database design.
- Skills in designing, overseeing, and managing projects.
- Ability to convey technical information and concepts to non-technical staff and stakeholders.
- Ability to organize and manage multiple tasks and/or projects at the same time.
- Ability to define a problem, analyze relevant information, and develop solutions and plans to solve the problem.
- Experienced Supervisor and team-builder who has a history of cultivating a positive and professional work environment.
- Ability to develop and sustain cooperative working relationships.
- Excellent communication skills, both verbal and written, with technical experts, clients, vendors, and staff.
- Ability to be self-motivated, exercise independent judgment, and act with limited existing guidelines to follow.
- Ability to learn and adapt to changing GIS technologies and capabilities.
