    Job Location: This position will be located at 920 Wildwood Drive, Jefferson City MO.

    The Office of Operational Support (OOS) Manager is a leadership position within Missouri’s Division of Cannabis Regulation (DCR), which was established to implement the recently passed Amendment 3 to Article XIV of the Missouri Constitution. Reporting directly to the Division Deputy Director, the OOS Manager is an integral part of ensuring DCR has the administrative and financial support to effectively and efficiently fulfill its mission. In addition, the Office is responsible for a variety of planning and division-wide planning activities. This position will exercise significant independence while also working collaboratively with other teams within the Division, department, and other agencies. This is an exciting opportunity to continue to build and refine a critical administrative team in a dynamic, fast-paced environment.

    • The OOS Manager is responsible for overseeing, developing, implementing, and managing the OOS. Oversee and supervise the day-to-day operations of the OOS teams and functions, which includes the Planning Unit and the Financial Services Unit.
    • The Manager is responsible for the outcomes and completion of activities of the Office, which include but are not limited to, financial, HR, purchasing, accounts payable and receivable, division inventory, contract development and management, associated reporting and reconciliations, and budgetary needs of DCR. In addition, OOS is responsible for numerous required plans, internal and public-facing reports, fiscal note review, audit coordination, strategic plan development and coordination, division training and new employee orientation coordination, and special project coordination.
    • Oversee and assist in developing Office and Division-wide processes and procedures, ensure timely outcomes of Office projects, and ensure completeness and accuracy of Office work.
    • Serve as an advisor to Division leadership, providing expertise for administrative issues of the Division, determining impacts, and providing DCR leadership and teams with relevant and timely information and assistance.
    • Attend and participate in meetings representing the Office and Division as needed.
    • Supervise and evaluate staff performance and provide mentoring and coaching for a successful team, as well as takes appropriate actions to monitor and address issues according to department policy.
    • Travel will be required with possible overnight stays and overtime.


    Minimum Qualifications

    • 5-7 years of relevant experience and 2-4 years of supervisory experience. (Substitutions may be allowed.)
    • Strong written and verbal communication skills including in day to day communications, web resources, and large reports.
    • Experience in budget, fiscal note/legislative analysis and responses, contract management, procurement, and policy development.
    • Experience in planning, program analysis, plan development, facilitation, coordination, collaboration, and policy and procedure development.
    • Excellent problem-solving and time management skills.
    • Ability to adapt to and manage change in a positive way, provide program management, and achieve results.
    • Ability to work in a fast paced environment with many competing priorities.
    • Ability to apply critical thinking skills and find solutions to new and complex situations on a regular basis.
    • Working knowledge of the principles and techniques of effective employee supervision, coaching, mentoring, training and evaluation.
    • Strong interpersonal skills and ability to effectively collaborate with leadership, team members, Division and Department staff, and other partners to accomplish position expectations


    Preferred qualifications

    • Bachelor’s degree in a relevant field and 7-10 years of relevant experience, preferably in a state agency setting. A Master of Public Administration, Business Administration, Certified Public Accountant, or other relevant advanced degree is preferred and may be substituted for some years of experience.
