THE TEAM: One of the six unique divisions of the Engineering Bureau is our Program Management Division. The Program Management Division has the high calling of managing what is consistently one of the most extensive capital programs of any port in the nation and our Project Management Office (PMO). The work of the division includes short- and long-range planning and studies to define and program infrastructure needs both internally and with trade-related stakeholders and other agencies; the management of both individual projects and extensive programs from beginning to end; advocacy for authorizations, legislation, and funding with State and federal partners; and managing the Bureau’s continuous improvement processes related to project/program delivery.
THE ROLE: Under the leadership of the Assistant Director of Program Management, the Manager of the Project Management Office (PMO) plays a pivotal role in driving excellence across all aspects of project management. This includes supervising and mentoring the PMO team to ensure the establishment and rigorous enforcement of project management standards. The PMO Manager also champions the successful delivery of key initiatives, managing risk assessments, promoting sustainability, ensuring quality assurance, and fostering continuous improvement. In addition, the PMO Manager supports grant initiatives, optimizes resource management, and leads the execution of high-impact special projects and administrative tasks, ensuring seamless operation and exceptional outcomes across the division.

EXAMPLES OF DUTIES HOW YOU GET TO CONTRIBUTE: - Supervise Capital Projects Coordinators, administrative staff, and other PMO staff in performing their daily responsibilities; interview and recommend employees for hire; train, coach, and mentor staff; evaluate employee performance, prepare annual performance reviews, and provide coaching for performance improvement; takes disciplinary action to address performance or other deficiencies.
- Assist the Director and Assistant Director of Program Management with managing the division; establish staff work schedules; plan and allocate office space for staff; assist with preparing the division's annual personnel and non-personnel budgets; oversee resource planning and management; establish, adopt, enforce, and implement the organization's policies and procedures; advise the Director and Assistant Director on staffing and operational protocol issues; manages staff workload to ensure effective delegation and team productivity; works with Director and Assistant Director to develop strategic plans; incorporates best management practices and technologies; evaluates the performance of the Project Management Office.
- Advise the Assistant Director on the development of the Project Management Office strategic initiatives for the implementation of the Port’s Capital Improvement Program (CIP), maintenance and repair of Port infrastructure, and all other supporting initiatives.
- Represent the Director and/or Assistant Director of Program Management as requested at senior staff meetings, Board of Harbor Commissioner (BHC) Meetings, or for queries from senior Port staff; sign correspondence, invoices, and other documents as needed.
- Oversee multiple Project Management Office initiatives, and ensure effective delivery by supervising Project Management Office sections.
- Oversee, review, and train staff in the development of project risk assessments, lessons learned and continuous improvement, guidance documents and processes, project/program sustainability assessments, and other Project Management Office initiatives.
- Oversee and train staff in the administration of consultant contracts: Prepare solicitation documents such as Requests For Proposal (RFPs) and Requests for Statements of Qualifications (RSOQs) to hire consultants to complete assigned projects; review statements of qualification
- Manage the Project Management Office (PMO) that develops and implements project management policies and port-wide initiatives like risk management, lessons learned, and sustainability; research best practices, develop procedures and training for the Engineering Bureau to increase project management effectiveness and provide continuous improvement of project delivery.
- Develop and maintain the Engineering Bureau Project Delivery Manual and similar policy and guidance documents that support project delivery.
- Perform day-to-day administrative approval functions for items such as staff work schedules, leave requests, electronic time cards, purchase orders, invoices, and cash reimbursements and train staff to perform the same.
- Develop and review Board memoranda, executive reports, and talking points, approving before submittal to the Director of Program Management; attend Board of Harbor Commissioner meetings and make presentations as required.
- Direct and perform Quality Assurance/ Quality Control (QA/QC) of plans, specifications, and other work products in conformance with standards and policies; make recommendations for improvement; ensure the incorporation of corrections.
- Develop workload management plans, manage workload of subordinates and assigned sections, and bring on support as needed to execute assigned projects and programs; recommend staffing adjustments as needed to manage assigned projects; maintain good communication on staffing needs with management.
- Manage and coordinate grant assessment and implementation for the Bureau: monitor available grants and evaluate applicability to engineering projects; prepare and/or oversee application process; coordinate with Program/ Project Managers, Division management, Bureau management, and the Grant Review Committee; ensure implementation of grant requirements in the contract documents and in the project delivery processes; ensure compliance with grant requirements to qualify for reimbursement; oversee associated audits.
- Performs additional duties as assigned.
REQUIREMENTS TO FILE EDUCATION, KNOWLEDGE & EXPERIENCE: - Bachelor’s Degree in Engineering, Architecture, Construction Management, Public or Business Administration, Urban Planning, or a closely related field is required.
- Five years or more of progressively responsible experience relating to the administration of Capital Improvement Projects and project management operational initiatives, including a minimum of five years of which must be in a supervisory capacity with direct reports (overseeing the work of consultants while working for a public entity does not count towards this experience).
- A minimum of five years of experience performing or overseeing the production of project management standards, and/or project risk assessments, and/or sustainability submittals (e.g., LEED or Envision), and/or lessons learned programs.
- A minimum of five years of experience is required, specifically in the direct supervision of at least two registered professional engineers. It's crucial to note that experience overseeing the work of consultants while employed by a public entity does not fulfill this supervisory requirement.
- Must have experience interpreting plans, writing specifications, and preparing plan documents.
- Must have previous experience managing projects and budgets.
TECHNICAL SKILLS NEEDED: - Thorough knowledge of project management methods, processes, principles, systems, techniques, and practices for project delivery planning, funding, budgeting, scheduling, objective development, monitoring performance, and evaluating results from project initiation through design and construction is required.
- Broad knowledge of the principles and practices of contract administration and compliance is required.
- Knowledge of processes for obtaining regulatory approvals and permits from federal, state, and local agencies is required.
- Knowledge of project management methods and practices for planning, budgeting, scheduling, monitoring project performance, and evaluating results is required.
DESIRABLE: - A Master’s degree in a discipline related to Program Management; advanced coursework in a discipline related to Program Management; or professional certifications in Program Management
- Possession of the following professional certifications is favorable: Program or Project Management Professional (PgMP or PMP), Leadership in Energy and Environmental Design (LEED), or Envision Sustainability Professional (ENV SP)
- Knowledge of maritime, construction, government, and engineering terminology a plus.
- Experience contracting with and managing consultants is preferred.
- Experience with program management software, such as Primavera Unifier, is desired
- Prior Port, public transportation agency, or municipality experience is desired

- Auto Allowance - $550.00 per month
- Executive Leave - 40 hours per year.
- Retirement - CalPERS 2% @ 62, coordinated with social security. Current member contribution is 8.00% for CalPERS, and 6.2% for social security, paid by the employee.
- Pay for Performance - Pay for Performance is awarded based on employee performance as demonstrated through achievement of individual goals, demonstration of required competencies, and available budget funds.
- Deferred Compensation - The City matches a percentage of base salary for qualified members contributing to the 457(b) plan.

- Vacation - Vacation is accrued at the equivalent of two weeks on an annual basis. Vacation can be used after six months of service. An employee’s vacation accrual may be adjusted upon hire to provide credit for previous full-time employment at a public service agency. Credit for public service shall only be given for completed years of service as a full-time permanent employee. Public Service credit shall not apply to any other benefits.
- Sick Leave - Accrued at 8 hours per month. Accruals may be converted upon retirement to cash credit toward health and /or dental insurance premiums or retirement service credits.
- Paid Parental Leave - After six (6) months of City employment, the City pays up to 30 consecutive days (160 hours) for eligible employees to take paid time to bond with the child upon birth, adoption, or foster placement of a child, up to the age of 17.
- Holidays - 11 scheduled holidays per calendar year and four (4) personal holidays.
- Education Reimbursement - Tuition reimbursement allows employees to obtain additional education or training.
- Annual Physical - Eligible to receive an annual physical examination at the city's expense through the city-provided program.

Retirement:California Public Employees' Retirement System (PERS) defined benefit retirement plan, which is coordinated with Social Security. - Public Employees’ Pension Reform Act (PEPRA) CalPERS Members: Effective the second full pay period following City Council adoption, the City contribution will increase from two percent (2%) to three percent (3%) of base salary* for all qualified PEPRA CalPERS members.
