    Description

    Under general direction, is responsible for directing and participating in major planning functions of the City including supervision of other planning personnel in performing planning activities; planning/implementing creative Economic Development plans and activities to protect, improve, and diversify the local economy; preparation of Housing and HUD associated plans such as 5 Year Strategic Plan, Annual Action Plan, Neighborhood Stabilization Program, Consolidated Annual Performance and Evaluation Report (CAPER), etc.;incumbents of this class may have a variety of responsible planning duties in terms of reviewing and preparing staff reports for current and advanced planning functions. For example, environmental documentation, subdivision review, zone changes, general plan element review and update, and other current and advanced planning activities as required. In addition, performs technical activities associated with the H.U.D. Community Development Block Grant program; works with the Historic Preservation Commission. Perform other work as required.

    Representative Duties

    The following typical tasks and responsibilities are representative of this class. They are descriptive, not limiting. Essential Duties: Maintains and updates general plan elements as required; Consults with other departments of the City as required so that all major City interests are included in the planning decision and implementation process; Processes and carries annexation requests through the administrative processes of the City and LAFCO; Performs special planning research in support of Redevelopment and Community Development programs; Manage Fair Housing programs.

    Minimum Qualifications

    MINIMUM QUALIFICATIONS:

    Applications will be accepted only from those applicants who clearly demonstrate on the COMPLETED application, resume, & supplemental questionnaire that they meet the below requirements:
    • Graduation from an accredited college with a degree in planning or related field; AND
    • Five (5) years of professional and progressive planning experience including experience in working on new affordable housing projects;
    • A Master's degree in a planning or related field may be substituted for one year of experience.
    • Possession of a valid Class “C” driver’s license

    HIGHLY DESIREABLE
    • Experience with processing complex urban land development projects.
    • Experience with preparation, environmental review, and adoption of a Municipal General Plan.
    • Experience with complex CEQA/NEPA document preparation and adoption/certification, including preparation of Environmental Impact Reports and related technical reports of varying complexity.
    • Experience with land division to include parcel maps and subdivision (tract) maps, parcel mergers.
    • Experience in the preparation and administration of a Habitat Conservation Plan.

    EXAMINATION: ORAL APPRAISAL INTERVIEW (Weighted 100%): Week of January 27, 2025 (Tentative)

    An appraisal will be made of the applicant's experience, education, training, certification, knowledge, skills, abilities, and personal qualifications for the position. A minimum passing score of 70% is required.

    VACATION: Accrual rate is determined by bargaining unit.
    1-4 years of service: 10 days per year.
    5-13 years of service: 15 days per year.
    14+ years of service: 20 days per year.

    VACATION - FIRE SAFETY SHIFT PERSONNEL ONLY:
    1-4 years of service: 4.68 (24-hr. duty shifts)
    5-15 years of service: 7.02 (24-hr. duty shifts)
    16+ years of service: 9.36 (24-hr. duty shifts)

    HOLIDAYS: 13 paid holidays per year.

    SICK LEAVE: Earned at the rate of one working day per month of service to a maximum of 120 days; portions therafter may be convertible.

    ADMINISTRATIVE LEAVE: 10 days per year for General Supervisory and Management employees.

    INSURANCE: The City and the employee share contributions for premiums for health insurance coverage. The City provides life insurance benefits based on bargaining unit. Visit the City's Employee Benefit website for detailed information (rates and plan information).

    RETIREMENT: Benefits are provided by the City's participation in the Public Employee's Retirement System (PERS). 2% @ 62 for new hire Miscellaneous and 2.7% @ 57 for Safety (Fire & Police). Visit the City's Retirement websitefor additional information.
