Deputy Response Division Manager / Deputy Operations Chief

The State Emergency Management Agency (SEMA) has responsibility for coordinating all hazard disaster preparedness, response, recovery, and mitigation operations across Missouri. This is administrative and managerial position assisting with directing, planning, developing, analyzing, and coordinating programs and services for the Missouri Department of Public Safety. The candidate for this position will have extensive knowledge of Federal and State Laws concerning emergency management, emergency services, and planning.

What you’ll do:

• Directs or assists general management aspects of policy development, program planning and coordination, and the evaluation and implementation of policy and/or organizational changes and new programs.
• Develops and promotes safety, emergency preparedness, compliance, educational and informational public safety programs.
• Reviews and/or revises programs to ensure compliance with laws, regulations, policies, plans and procedures.
• Selects, trains, supervises and evaluates staff.
• Participates in conferences, training sessions, and meetings.
• Assists in the development and/or participates in the development of budget requests; monitors expenditures according to budget allocation/appropriations; recommends and/or initiates cost savings measures.
• Conducts investigations and institutes special studies; prepares and/or reviews reports and related information to evaluate existing organizational policies, procedures, and practices.
• Represents and/or serves as liaison for the assigned division or program; interacts and cooperates with federal, state, local, and community organizations.
• Provides direct supervision and management of the Regional Coordinators, watch center staff, and assists the Response Division Manager as the Deputy Operations Chief with all aspects and responsibilities of the Response Division. In the absence of the Response Division Manager assumes command of the Division.
• Exercises considerable initiative and judgement in planning and carrying out assignments; receives general administrative direction; work is reviewed through conferences, reports and evaluation of operational results.
• Oversees the State Emergency Operation Center (SEOC).
• Serves as liaison to cyber security Emergency Support Function (ESF) 14 partners.
• Considerable knowledge, experience, and training using the National Incident Management System (NIMS), Incident Command System (ICS). Serves in a leadership position in the State Emergency Operation Center (SEOC) when activated.
• Assists in disaster operations, training, and exercises and actively engage SEMA employees to enhance their knowledge, skill and ability to ensure operational readiness of the SEOC.
• Ensures operational readiness of the SEOC.
• Facilitates collaboration with all emergency management partners at all levels to improve cooperation and preparedness.
• Provides accurate and effective management and supervision of numerous programs as they pertain to the Response Division, including the Logistics Section. Providing accurate program management, technical assistance and guidance in needed formats to various stakeholders.
• This employee may be directed to travel throughout the state as disasters/emergencies may dictate.
• Other duties as assigned.

Knowledge, Skills and Abilities:

• Knowledge of the phases of emergency management and their relevance to public safety.
• Knowledge of the policies, regulations, guides, and precedents pertinent to the assigned emergency management phase(s).
• Knowledge of the National Incident Management System (NIMS) and Homeland Security Exercise and Evaluation Program (HSEEP).
• Skill in managing and resolving conflict in high intensity situations.
• Ability to gather, correlate, summarize, interpret, and report a variety of technical information and data.
• Ability to analyze implications, identify trends, and apply conclusions to complex problems.
• Ability to operate a motor vehicle and maintain a valid vehicle operator’s license. Ability to work nights, weekends, and holidays when required to respond to disaster/emergency situations.
• Ability to provide technical assistance to local, state, and federal representatives on emergency management issues.
• Ability to comprehend, interpret, communicate, and apply regulations, procedures, and related emergency management information.
• Knowledge of the different types of private, volunteer, and governmental emergency response and recovery programs and their purpose.
• Ability to coordinate information, people, resources, and organizations to react to emergencies and disasters.
• Knowledge of the methods and techniques of disseminating information to the public. Knowledge of supervisory techniques and practices.
• Skill in making presentations before groups. Ability to manage and/or supervise staff in planning, developing, coordinating, and evaluating all phases of a department wide emergency/disaster management program.

Qualifications:

• Candidates typically possesses a bachelor’s degree and 4 years of experience in emergency management and supervisory experience, project management, or a related field (substitutions may be allowed for work experience and a bachelor’s degree).
• Must be able to analysis complex problems and work to seek a solution.
• Prior experience working in an emergency operations center setting helpful.
• Ability to work with local, state, and federal partners.
• Experience working in a fast passed stressful environment.
