    DESCRIPTION

    The Department of Health and Human Services has one (1) full-time immediate opening for a Community Program Specialist IV to serve as the Senior Grants Administrator within the Homeless Services Bureau (HSB). Reporting to the HSB Administrative Operations Officer, this position would be responsible for the management, administration, planning, development, and coordination of funding for programs and services designed to end homelessness within the City of Long Beach. In addition, this position will support the Bureau in providing technical assistance to community based organizations and subrecipients of Bureau protocols and procedures.

    EXAMPLES OF DUTIES

    • Collaborate closely with City Bureaus, departments, and governing bodies (Housing Authority, Community Development, City Manager, CoC Board, etc.), as well as funders, system partners, and stakeholders to establish annual and multi-year funding plans, including but not limited to the CoC Collaborative Application; Consolidated Plan (ConPlan) for HUD Community Planning and Development formula block grant programs (CDBG, HOME, ESG, etc.); as well as the Regionally Coordinated Homelessness Action Plan for Homeless Housing, Assistance and Prevention (HHAP) grant funds
    • In consultation with HSB Admin Officer, develop Internal and External policies, practices, and guidelines for the coordination, development, and tracking of funding requests and recommendations; funding plans; and allocation and re-allocation plans, including the development, coordination, planning, and allocation of HUD CoC, ConPlan, HHAP, and related CoC entitlement and formula allocation funds
    • Develop, implement, manage, and oversee equitable, ethical, and effective policies, procedures, methodologies, and practices for allocating HSB’s program funding
    • Lead the administration, coordination, and monitoring of the annual processes to request, receive, obligate, implement, deploy, expend, track, and report funding and resources for HSB, CoC, and CES programs and resources
    • Prepare funding analyses detailing HSB direct program and subrecipient spending to help inform CoC and CES decisions
    • Develop, implement, manage, and oversee equitable, ethical, and effective policies, procedures, methodologies, and practices for reallocation and reprogramming
    • Direct and coordinate internal and external modeling and planning activities, utilizing HUD modeling and planning tools (i.e. Stella M and Stella P) to forecast, anticipate, enumerate, communicate, and test program and policy needs in order to formulate and manage funding plans, models, and recommendations
    • Develop and implement funding strategies to reverse racial disparities in homelessness
    • Ensure that HSB’s public funders are informed about, and aligned with, HSB’s allocation methodology
    • Direct the compilation of administrative, programmatic, and direct funded data used to prepare budget allocations, cost allocation plans, and justify funding requests or adjustments related to various programs, service provider contracts, and strategies


    REQUIREMENTS TO FILE

    • Graduation from an accredited college or university with a Bachelor's degree in Business or Public Administration or closely related field. Experience offering specific and substantial preparation for the duties of the position may be substituted for the required education on a year-for-year basis;

    AND

    • Three (3) years of paid full-time professional experience in the coordination of grant programs, projects, and services. A Master’s Degree in Business, Public Administration, or closely related field from an accredited college or university may be substituted for up to one (1) year of the required professional experience;

    DESIREABLE QUALIFICATIONS
    • Experience with Department of Housing and Urban Development grant funding and program regulations.
    • Experience providing services directly to vulnerable populations and/or facilitating Homeless services programs.
