    Become a part of our team! The City of San Clemente is seeking a qualified and motivated Geographical Information System (GIS) Coordinator to join our I.T. Department.

    Scheduled Salary Increases:

    Effective July 2025 - 3.0%
    Effective July 2026 - 3.0%
    Effective July 2027 - 2.5%

    Under direction from the Information Technology Manager, to coordinate and provide technical information associated with the City’s Geographical Information System (GIS); to analyze, develop, enhance, and maintain the content, accessibility, integrity, and security of the City’s GIS, and to perform a variety of technical tasks relative to the assigned area of responsibility.

    Essential Functions

    Essential and other important responsibilities and duties may include, but are not limited to, the following:

    • Interact with City staff, outside consultants and contractors to plan, organize, and direct GIS efforts for the benefit of all City Departments.
    • Identify departmental needs for the City’s GIS, mapping, and related data systems.
    • Provide leadership and vision for the City’s GIS strategies.
    • Facilitate the City’s GIS Steering Committee.
    • Analyze and implement design strategies for the City’s GIS; audit and edit information collected into the system; ensure quality control and enforce standards.
    • Develop, maintain and support the City’s GIS enterprise data bases.
    • Document data sets, systems, and procedures.
    • Design, deploy and maintain web applications.
    • Coordinate system and data interoperability among the layers of the City’s geodatabase and other enterprise systems such as Asset Management and Permitting.
    • Design and administer user access and controls with appropriate security levels for GIS databases. GIS servers. and ArcGIS Online.
    • Install, distribute, and manage installation and licensing of GIS software.
    • Develop, analyze, and interpret a wide variety of maps and datasets for the entire City.
    • Initiate and establish GIS policies, procedures and standards to be applied citywide.
    • Develop new GIS data and update existing GIS data.
    • Develop map and database applications based on user needs and requirements.
    • Develop methods and procedures for data collection.
    • Provide technical assistance to users and staff related to the operation of GIS applications.
    • Stay abreast of new developments in the field of GIS and determine which to use and how to apply them to the business needs of the City.
    • Perform related work as required.


    Typical Qualifications

    Knowledge of:

    Modern principles, practices, and techniques of information technology and GIS.

    Theories, principles and practices of effective GIS information gathering and sharing.

    Modern computer applications including ESRI ArcGIS software, such as ArcGIS Server, ArcGIS Online, and ArcGIS Pro.

    Multi-user and distributed geodatabases, geodatabase replication and versioning.

    Data collection and conversion methodologies.

    Methods of GIS workflow automation including Python programming.

    Skills in use and programming of relational databases such as MS SQL.

    Principles and procedures of data management and record keeping.

    City departments and their functions as well as the public sector.

    Strong interpersonal and communication skills.

    Land based concepts related to parcel management; addressing, coordinate geometry, geo-coding and establishing attributes that are linked to geographic locations.

    Cartographic techniques of drafting and map making.

    Basic principles of mathematics, geography and cartography.

    Modern office procedures, methods and equipment.

    Asset management and permitting systems.

    Pertinent Federal, State and local laws, codes and regulations.

    Ability to:

    Coordinate and manage the City’s GIS systems and databases.

    Maintain existing GIS systems and research/develop future enhancements.

    Perform complex and integrated computerized GIS analysis; design complex geospatial applications and web-based mapping solutions.

    Design setup and test mapping systems and applications.

    Advise the City in formatting GIS requirements; advise on alternatives and on implications of new or revised GIS software and applications.

    Document, design, code and test internet mapping solutions and GIS applications; design and carry out GIS procedures, both simple and complex; perform programming for data creation, analysis, conversion and transfer, graphic production and project reporting.

    Develop instructional material and explain the use of computer applications.

    Trouble shoot mapping system problems and provide GIS user support.

    Analyze data and develop logical solutions to problems.

    Identify, evaluate, and solve complex computer software application development issues.

    Prepare and maintain comprehensive records and files.

    Prepare clear and concise technical reports and recommendations.

    Operate a variety of computer equipment and software relative to the assigned area of responsibility.

    Establish and maintain effective working relationships with those contacted in the course of work.

    Communicate clearly and concisely, both orally and in writing.

    Experience and Education/Training Guidelines
    Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

    Experience:

    Three years of increasingly responsible GIS experience in planning, implementing and managing an enterprise GIS in a municipal or related environment of diverse user needs.

    Education/Training:

    Equivalent to a Bachelor’s degree from an accredited college or university with major course work in Geographic Information Systems, Computer Science, Geography, Planning, Engineering or a related field.

    License or Certificate :
    Possession of, or ability to obtain, a valid California Class C Driver License.

    WORKING CONDITIONS

    Work Environment :
    The primary work environment takes place indoors within an office. Travel to locations within and outside of the San Clemente area may be required.

    Physical Requirements :

    • Work is performed in an indoor office environment, requiring extensive sitting or standing for prolonged periods of time
    • Work involves occasional walking, reaching, stooping, kneeling, and bending.
    • Moderate lifting, carrying, pushing, and/or pulling of items of moderate weight.
    • Manual dexterity to operate a computer keyboard and other office equipment, handle files and documents
    • Hearing and speaking to exchange information in person or on the telephone
    • Visual acuity to see/read documents and computer screen.

    FLEXIBLE WORK SCHEDULE -Most positionswork a 9/80 work schedule.

    HOLIDAYS - The City presently recognizes 12 regular holidays, plustwo floating holidays.

    VACATION - Employees accumulate vacation at the rate of 104 hours per year increasing to a maximum of 176 hours based on years of service.

    SICK LEAVE - Accrual of 8 hours per month.

    INSURANCE - The City provides a comprehensive benefit package including employee medical, dental, vision.

    LIFE INSURANCE - Value equal to two times annual earnings up to a maximum of $100,000.

    DEFERRED COMPENSATION - Employees may elect to enroll in a voluntary plan and defer up to the IRS permitted annual maximum. Employees may defer up to a maximum of $23,500 annually in 2025. Individuals aged 50 and older can contribute up to $7,500 in catch-up contributions to these plans.

    FLEXIBLE SPENDING ACCOUNT - Employees may participate in either or both of the Health Care or Dependent Care programs.

    EMPLOYEE ASSISTANCE PROGRAM - The City offers full-time employees and their dependents an EAP program which provides a variety of professional services.

    ON-SITE FITNESS CENTER -The City provides a no fee on-sitefitness center with state of the art equipment located in City Hall.

    RETIREMENT - The City of San Clemente is a member of the California Public Employees' Retirement System (CalPERS), and is subject to the Public Employees' Pension Reform Act (PEPRA). The retirement formula for new employees is based on the category below that the new employee falls under. Employee contribution rates will be determined by the employee's classification and requirements under PEPRA.
    NOTE: The City is also a member of the Social Security system. As such, Full Time employees make contributions to Social Security in addition to their CalPERS contributions.

    Classic Member:

    Retirement Formula: 2% @ 55

    Definition:

    CalPERS refers to all members that do not fit within the PEPRA definition of a "new member" as "classic members" who are subject to the Public Employees' Retirement Law (PERL). PEPRA allows a member after January 1, 2013, to retain his/her classic member retirement benefit status if the member continues his/her membership in all previous California Public Retirement System(s) by leaving his/her service credit and contributions (if any) on deposit, and the member enters into employment that results in CalPERS membership within six months of separating from the most recent California Public Retirement System. Classic member status also requires the membership date to be on or before December 31, 2012, in a California Public Retirement System in which reciprocity is established.

    New Member:

    Retirement Formula: 2% @ 62

    Definition: A new member is defined in PEPRA as any of the following:
    • A new hire who is brought into CalPERS membership for the first time on or after January 1, 2013, who has no prior membership in any California Public Retirement System.
    • A new hire who is brought into CalPERS membership for the first time on or after January 1, 2013, who has a break in service of greater than six months with another California Public Retirement System that is subject to Reciprocity.
    • A member who first established CalPERS membership prior to January 1, 2013, who is rehired by a different CalPERS employer after a break in service of greater than six months.
