    This position provides integral assistance in the annual state budget process for the department and oversees reimbursement programs for Institutions of Higher Education (IHEs). To perform this job successfully, an individual must be able to perform each essential function of the job with or without reasonable accommodations.

    • Supervise unit of four (2 full-time & 2 part-time staff) and assist in the oversight of the annual state budget process for the agency’s $1.4 billion budget.
    • Perform tracking for all House Bills that contain DHEWD budget items.
    • Serve as lead for the agency’s annual Budget Book cycle.
    • Complete New Decision Item (NDI), Fund Financial Summary & Supplemental forms.
    • Respond to OA, House, Senate and Governor’s Office questions on DHEWD Budget.
    • Perform Labor Distribution Profile (LDPR) review and updates for the agency in BRASS/MOVERS.
    • Coordinate, prepare and reconcile the agency’s federally-approved Cost Allocation Plan (CAP), working in collaboration with the fiscal and grants sections.
    • Prepare internal budgets and spending plans for each DHEWD Office.
    • Manage the monthly expenditure tracking and projections for each DHEWD Office, working in collaboration with procurement, fiscal and grants sections.
    • Perform budget/fund/appropriation analysis and forecasting.
    • Ensure Deputy Commissioner and Director of Fiscal & Budget are kept up to date on all budget related issues.
    • Assist the Director of Fiscal & Budget with the planning and coordination of regular Institutional Chief Financial Officer (CFO) meetings.
    • In coordination with the Deputy Commissioner, prepare budget agenda items for Coordinating Board for Higher Education (CBHE) meetings.
    • Oversee Institution of Higher Education (IHE) reimbursement programs: MoExcels, Maintenance & Repair, Capital Improvements, ARPA, State Aid, and Debt-Offset. Oversight to include quarterly reporting, special delegation updates (i.e. ERS/PGA) and webpage/email distribution list management.
    • Provide response on behalf of DHEWD to inquiries such as Biennial Transfers and Bond Indebtedness.
    • Process fund transfers in SAM II/MOVERS.
    • Complete the Annual State Projects Report.
    • Provide support to fiscal, grants and procurement sections regarding coding, new appropriated programs/projects information, expense budget lines, and allotments.
    • Serve as audit contact for GEER and ARPA funding.
    • Attend budget hearings/meetings as necessary.
    • Assist with fiscal notes as needed.
    • Perform reconciliation of the department’s core budget.
    • Follow DHEWD fiscal policies and procedures and assist in the continuous quality improvement of processes and procedures.
    • Answer questions, mentor fiscal and budget staff, and review outputs to ensure accuracy.
    • Assist Fiscal section with various duties to include preparation of the Schedule of Expenditures for Federal Awards (SEFA).
    • Assist in the development of the Department’s Internal Control Plan and makes recommendations to senior leadership on measures to gain efficiencies.
    • Demonstrate regular and reliable attendance.
    • Perform other related work as assigned.


    • Beneficial education and/or work-related experience includes technical or professional education and/or experience in accounting, business, finance or public administration or closely related area
    • Supportive skills include: in-depth knowledge of the budget and state finance system, state and federal policies on budgeting and financing, higher education finance, legislative process and political system and familiarity with SAM II and BRASS preferred


    * Training, certification, and/or education in continuous process improvement programs such as Lean Six Sigma as well as completion of Missouri Way, Leadership Academy, and similar programs is beneficial
