OPTIONAL : As the Grants Management Section Chief for Missouri State Parks, you will oversee federal and state pass-through outdoor recreation grants that are sub-granted to communities to fund projects that provide healthy nature-based activities for its citizens. You will have the opportunity to make significant contributions to outdoor recreation in Missouri. No project is the same and you will find an endless variety of ways to make a positive impact to the lives of citizens throughout the state.
- Implement the open project selection process for a state and three federal grant programs, which includes an annual call for grant proposals, evaluation of grant proposal submissions, and following state and federal procedures for awarding grants.

- Provide technical assistance to municipalities, grant subrecipients, other external constituents and internal project staff on the grant application, administration and closeout procedures.
- Monitor active grant projects for compliance with applicable state and federal statutes, policies, and procurement procedures.
- Monitor completed grant projects and enforce compliance of long-term stewardship requirements.
- Coordinate with federal partners and keep abreast of programmatic changes, ensuring that administration of grant programs remains in good standing with federal partners.
- Consult with division and department fiscal staff to track grant expenditures, revise budgets, develop annual budget projections, and prepare new decision items.
- Oversee and provide guidance to four grant coordinators, including training, planning and assigning work, performance assessment, coaching, and progressive coaching.
- Assist with and/or lead other team initiatives.
To be successful in this position, a candidate will need the following skills:

- Grants Management Laws, Regulations, and Guidelines: Knowledge of principles, laws, regulations, policies, practices, and guidelines (for example, Executive Orders, Code of Federal Regulations, OMB circulars) of grant or agreement programs, including their order of precedence.
- Leadership: Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
- Customer Service: Anticipates and meets the needs of both internal and external customers. Delivers high-quality products and services; is committed to continuous improvement.
- Computer Skills: Uses computers, software applications, databases, and automated systems to accomplish work.
- Oral and Written Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, consider the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral and written presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Equivalent to those typically gained by:
- Bachelor’s degree in Parks and Recreation, Public Administration, Business Administration, Accounting or related field and 5-7 years of experience in grant program administration.

Training, certification, and/or education in continuous process improvement programs such as Lean Six Sigma as well as completion of Missouri Way, Leadership Academy, and similar programs is preferred.
