  • Job Description

    The Missouri State Emergency Management Agency has responsibility for coordinating disaster response and recovery operations across Missouri - responding to everything from tornadoes and flooding to ice storms to the coronavirus pandemic. SEMA operates the State Emergency Operations Center and provides training and grants to strengthen Missouri’s resilience against natural disasters.

    SEMA’s mission is to help our fellow Missourians prepare for, respond to, and recover from all emergencies. Each step will be guided by our core values of respect, integrity, trust, honesty, and compassion.

    This is a professional position that serves as the lead planner for mitigation grants and projects funded by mitigation grants. Advises and assists local governments and other eligible entities on the Hazard Mitigation Assistant (HMA) Program. Coordinates extensively with the Federal Emergency Management Agency (FEMA), other state agencies, and local governments to plan, organize, host or attend meetings, or as a project manager to discuss projects.

    Job Description:

    Primary duties include:

    • Provide technical assistance to local officials, Regional Planning Commissions, and other stakeholders.
    • Review county-level Hazard Mitigation Plans to ensure they are in compliance with federal regulations. Make recommendations to plan developers to ensure the federal regulations have been met prior to submitting to FEMA for final approval.
    • Monitor/track projects and Hazard Mitigation Plans to ensure submittals and other miles are completed by established deadlines.
    • Identify and plan potentially cost-effective mitigation projects. Review plan and project applications to ensure consistency with official agency policies, objectives, priorities, and requirements.
    • Monitor project progression from beginning to completion to ensure compliance with rules and regulations.
    • Work with the floodplain section to coordinate and schedule State Risk Management Team meetings. This includes the development of agenda items, contacting potential speakers, and other associated duties.
    • Develop and conduct workshops and training courses on mitigation.
    • Responsible for performing various general State Emergency Management Agency duties.
    • Participate in exercises, damage assessments, meetings, trainings, and other disaster-related duties as needed.

    Knowledge, Skills & Abilities:

    • Possess excellent interpersonal skills, dependability, organization skills, and attention to detail. Must have the ability to research relevant guidance, state statutes, and federal regulations and be able to apply findings to technical assistance inquiries and program materials.
    • The successful candidate will need to possess a positive attitude, enjoy a team environment, and be able to work independently.
    • Public speaking skills are desired.
