    The Senior HR Generalist provides professional support in the areas of benefits, compensation and recruitment. This position is responsible for guiding the Counties' classification and compensation program, and performing a variety of supporting activities, such as recruitment, analysis, establishing hiring criteria, sourcing potential candidates, researching and analyzing data, and making hiring recommendations. Work also involves the collection of benefits, compensation data, and market analysis. This position will be accountable for ensuring compliance with local, state and federal regulations.

    Examples of Duties

    Assists the Human Resources Manager with the job evaluation and classification process; research, analyze, and compile internal and external market data using compensation best practices and presenting recommendations to HR management, based on trend analysis.

    Completes internal and external salary surveys and other types of questionnaires.
    Assists with administration of benefits and enrollment.

    Serves as the subject matter expert for policy interpretation. Performs research to develop and update policy and procedures, providing recommendations to the director. Reviews policies and practices for compliance with federal and state laws and regulations.

    Works under the direction of the HR Manager to maintain Denton County's job descriptions; liaises with department directors and supervisors as needed.

    Assists with the coordination and tracking of Performance Evaluations. Notify departments of submissions not yet received and conduct follow-up. Compiles periodic statistical data.

    Assists with response to open records requests.

    Designs and implements recruiting strategies to source talent for vacant leadership and other hard-to-fill positions utilizing a variety of search methods including, but not limited to, social media, applicant systems, database searches, networking, etc.

    Works with hiring managers to identify challenges and develop a clear, consistent, and effective hiring process for current and future recruitment needs.

    Maintains records of open positions and new hire trends and provides graphs and analysis by county departments to HR management monthly or as needed.

    Monitors exit interview results and tracks empirical data related to turnover.

    Ensures that employee files comply with record retention requirements.

    Applies online and offline sourcing techniques, such as utilizing college and high school career readiness programs, networking at career events and searching for potential hires through resume databases, building talent pipelines for future hiring needs.

    Confirms all job postings are accurate and advertised on appropriate job boards, media outlets, and specific associations' websites.

    Assists with screening non-administrative candidates for appropriate qualifications.

    Assists with verifying all hirings, promotions, demotions, and lateral transfers to ensure compliance with Denton County hiring policy prior to Commissioners Court approval.
    Coordinates and attends job fairs and organizes career events.

    Provides analytical and technical support related to the design, implementation and ongoing delivery of compensation.

    Assists in the design of salary surveys; analyzes results and researches any discrepancies.
    Stays current on legislation impacting human resources.
    Ensures the correct physical evaluations are in place and up to date for all positions.
    Conducts periodic I-9 audits.
    Assists with ADA accommodation requests.
    Serves as occasional backup support for HR Generalist and Civil Service Manager positions.
    Regular and punctual attendance is required.
    Performs other related duties as required.

    Minimum Qualifications

    Bachelor's degree and a minimum three years of experience in a related field; or an equivalent combination of education and related experience required.
    PHR certification preferred.
    Possession of a valid driver's license. Must be able to obtain a State of Texas driver's license within 90 days.
