    About the Department

    The City of San José Housing Department is a leader in the development of affordable housing. Its mission is to strengthen and to revitalize our community through housing and neighborhood investment. The City Council has a goal of creating 25,000 housing units, 10,000 will be affordable, in the next five years. The Housing Department has an operating budget of approximately $19 million annually and 112 employees.

    Position Duties

    The Housing Department is seeking a qualified Analyst I/II who will oversee grant and contract administration with nonprofit agencies and City programs that receive Federal, State, and local funding. The Grants Management Team administers an annual budget of approximately $28 million in funding to nonprofit agencies for delivery of priority services to San José low-income residents. Grant sources include federal Community Development Block Grant (CDBG), federal HOME Investment Partnership Fund (HOME) program, federal Emergency Solutions Grants (ESG), federal Housing Opportunities for Persons with AIDS (HOPWA), State Homeless Housing, Assistance, and Prevention (HHAP), State Homekey, City General Fund, City Housing Trust Fund, one-time funds, and other sources. The ideal candidate will have strong analytical experience and solid experience working with local non-profit agencies, with HUD grant programs, and with City contract administration procedures. This position reports to a Senior Development Officer.

    Key Responsibilities of the position will include the following:
    • Implementing the funding process
    • Evaluating funding applications
    • Providing technical assistance to awarded agencies
    • Contracting and negotiating with awarded agencies
    • Monitoring compliance requirements at the federal, state, and municipal levels
    • Reviewing invoices and processing reimbursement requests
    • Tracking payments by funding source
    • Training grantee staff and departmental staff
    • Report writing, correspondence, and Council memos
    • This position may prepare, attend, and lead presentations at evening community meetings. -Assists with the overall operation of the Grants team.

    This is a limit-dated position that is anticipated to be funded through June 30, 2025, subject to further extension as appropriate. However, should this position be discontinued through the budget process, the City may seek to place you in other internal job opportunities based on your previous work experience.

    Minimum Qualifications

    Education and Experience

    Analyst I
    A Bachelor's Degree from an accredited college or university.

    Analyst II
    A Bachelor's Degree from an accredited college or university AND two (2) years of increasingly responsible professional staff analytic or administrative experience conducting studies, organizing and analyzing data, and preparing reports, recommendations, or conclusions for a functional area in budget, finance, grant administration, organizational analysis, general administration, or human resources.

    Acceptable Substitution
    Additional years of experience in a position comparable to the Staff Specialist with the City of San José in areas such as budget, finance, grant administration, organizational analysis, general administration or human resources may be substituted for the education requirement on a year for year basis.

    Multi-Tasking - Can handle multiple projects and responsibilities simultaneously; has handled a wide variety of assignments in past and/or current position(s).

    Problem Solving - Approaches a situation or problem by defining the problem or issue; determines the significance of problem; collects information; uses logic and intuition to arrive at decisions or solutions to problems that achieve the desired outcome.
