    About the Opportunity

    THE IDEAL CANDIDATE

    The Stanislaus County Assessor's Office is looking for a full-time team member to assist with various tasks to support appraisers and/or auditor appraisers in their daily assignments. The ideal candidate is eager to learn, has an eye for detail, is self-reliant, and enjoys working both in the office and in the field. This recruitment is being conducted to fill a vacancy and to establish an eligibility list to fill future full-time vacancies.

    THE POSITION

    The Appraiser Technician is assigned duties and responsibilities that directly relieve professional appraisal and/or auditor appraiser personnel of the more routine and standardized field and office functions. This classification works under immediate supervision and performs office and field duties designed to provide technical support for the appraisers. The Appraiser Technician is not authorized to make value conclusions for property tax purposes. Performs related duties as assigned.

    Unless otherwise provided, this position is part of the Classified Service of the County and is assigned to the Technical Services bargaining unit for labor relations purposes.

    Individuals who are in a full-time classification position are required to serve a twelve-month probationary period, which may be extended an additional six months, for a total of eighteen months.

    Incumbents may also be subject to overtime, standby, callback, weekend, holiday and shift assignments as identified in their MOU (Memorandum of Understanding).

    Typical Tasks

    • Perform office work and field inspections of a para-professional nature in an appraisal unit of the Assessor's office and related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules;
    • Make public contact for the purpose of gathering field data. This includes: (a) measuring and drawing new residences, additions, and miscellaneous structures; (b) collecting data on quality, age, condition, construction characteristics, lot size, drawing to scale; (c) field inspection of business and agricultural accounts;
    • Under direction of the auditor-appraiser staff, review, verify, correct and post value information submitted by property owners concerning personal property, leased equipment, construction costs, boats, and non-commercial aircraft;
    • Assist with the processing of annual property statements;
    • Verify accuracy of assessment data entered into computer files;
    • Compare and proof information for completeness and correctness and adjusts or corrects records;
    • Perform on-site inspections of properties to identify and record specific characteristics, such as number of rooms, lot size, landscaping, additions, construction detail, completion date, neighborhood attributes, condition and type of equipment;
    • Prepare and/or update (electronic or hardcopy) building records and scale drawings;
    • Gather support data and information (list prices, sales, costs, and economic data) from various sources for appraisers and auditor-appraisers;
    • Use existing cost tables to calculate replacement cost of new structures;
    • Assist in processing building permits and plans;
    • Maintain records and prepares reports;
    • Prepare computer-assisted drawings;
    • Respond to public inquiries in writing, in person, and/or by phone regarding general appraisal procedures and current laws affecting the operations of the Department; and
    • Record and transmit data for value conclusion to be made by appraisers and/or auditor-appraisers.


    Minimum Qualifications (Knowledge, Skills, Abilities, Education/Experience)

    KNOWLEDGE
    • Basic mathematics and geometry; and
    • Personal computer literacy - Microsoft Word, Microsoft Excel, Microsoft Access, and Apex.

    SKILLS / ABILITIES
    • Lift, bend, stoop, reach overhead, push, pull, squat, twist, and turn;
    • Learn to read and interpret blueprints, sketches, property records, legal property descriptions, the Revenue and Taxation Code and planning and zoning laws;
    • Collect, assemble, tabulate and analyze data and make mathematical calculations;
    • Make logical deductions from facts available;
    • Perform arithmetic calculation involving computation of square feet of surface area, linear footage and acreage;
    • Maintain records accurately and write concise reports;
    • Travel to various work sites and carry records and office tools when performing field inspections;
    • Answer questions from the public in a courteous manner both on the phone and in person;
    • Communicate effectively verbally and in writing;
    • Demonstrate the ability to adapt to changing technology;
    • Establish and maintain cooperative working relationships with staff, outside agencies and the public; and
    • Follow instructions with minimum supervision.

    EDUCATION / EXPERIENCE
    PATTERN I
    • Completion of 60 semester units of college coursework: the equivalent of an Associate of Arts degree.

    PATTERN II
    • Completion of 30 semester units of college coursework and at least one and a half years of cumulative work experience in accounting, bookkeeping, auditing, cost estimating, construction, real estate sales, or working in an Assessor's Office in California.

    PATTERN III
    • A minimum of three (3) years of cumulative work experience in the areas listed in Pattern II.


    In addition to these patterns, applicants must possess and maintain a valid California Driver's License.

    EXAMINATION PROCESS

    Most County recruitments consists of the steps detailed below and are governed by Merit Principles. The examination process ensures that all applicants are given the same opportunity to gain employment within Stanislaus County.

    • Application Review and Screening. Applications are carefully screened based on information provided. Those who submit incomplete applications that lack relevant qualifications or do not submit all required documents will not be invited to move on.
    • Oral Examinations. Applicants are invited to a panel interview in which they will be evaluated by County subject matter experts.
    • Eligible Lists. Candidates who pass the examination will be placed on an eligible list for that classification. Eligible lists are effective six months but may be extended up to eighteen months.
