The City of Murrieta is accepting applications for the position of Part- Time Library Specialist to fill two (2) current vacancies for the Murrieta Public Library Divisions - Adult and Teen Services Library Specialist PT & Youth Services Library Specialist PT . The eligibility list established may be used to fill upcoming vacancies within this classification for up to one (1) year.

Adult and Teen Services Library Specialist PT- Under general supervision, performs a variety of library services, programs, and outreach for adults and teens. The ideal candidate performs various library duties, including reference desk services, collection development and maintenance, cataloging, passive and active programming for adults and teens, conducting outreach for local schools and organizations, and performing related work as required. Other assignments may include assisting with passport services, maintaining Heritage Room and Library of Things collections, and special projects.

Youth Services Library Specialist PT- Under general supervision, performs a variety of library services, programs, and outreach for children aged 0-12 and their caregivers. The ideal candidate performs various library duties including reference desk services, collection development and maintenance, cataloging, passive and active programming for children and families, and conducting outreach for local schools and organizations. Other assignments may include assisting with the Library of Things Jr. collection, the MPL Seed Library, and special projects.

DESCRIPTION Under general supervision, performs a variety of complex, technical, and advanced clerical library support duties; provides general information, ready reference, and assistance to the public; recommends, plans and delivers programs for the public; and performs related work as required.

SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from assigned supervisory or management staff. Exercises technical and direction over and provides training to lower level staff and volunteers.

CLASS CHARACTERISTICS
This classification is responsible for performing assignments of a technical nature in support of library programs. Incumbents regularly work on tasks which are varied and complex, requiring considerable discretion and independent judgment. Positions in the classification rely on experience and judgment to perform assigned duties/ensure efficient and effective servicing function of the assigned program area. Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines and methods to deliver services/complete assignments. Work is typically reviewed upon completing for soundness, appropriateness, and conformity to policy and requirements.

ESSENTIAL FUNCTIONS
  • Participates in the development and delivery of library programming, including paraprofessional support, such as the performance of library story telling sessions, summer reading program, conducting classes and special events, and Science, Technology, Engineering, Arts and Mathematics (STEAM) literacy education programs
  • Serves at the reference desk and responds to routine technical reference and information questions, both in person and over the telephone; refers more difficult or complex questions to appropriate library staff
  • Instructs patrons on organization and use of the library services, computer equipment, and software applications
  • Assists professional staff by searching for bibliographic information; using bibliographic utilities, search for catalog records to match material; after reviewing by a librarian, complete cataloging process
  • Assists in collection maintenance by searching for information concerning additions, replacements, and withdrawals; perform other inventory maintenance tasks as needed.
  • Prepares signs, flyers, reading lists, and other informational materials
  • Prepares library exhibits and displays
  • Plans and conducts library tours for children, adults, and community groups
  • Oversees and assists in the registration of new patrons; explains and enforces library procedures and policies; assists patrons in selecting and in making effective use of library materials
  • Maintains assigned collection by recommending acquisition of and processing new books and other library materials; weeds collection
  • Performs a wide variety of clerical duties to support library operations, including filing, preparing records and basic reports, and cashiering duties
  • Exercises functional and technical supervision over assigned part-time library staff and volunteers
  • Serves as supervisor "in charge" of weekend library operations in the absence of supervision (as assigned); opens and closes library (as assigned) including preparing and closing cash registers
  • Maintains accurate and detailed records, verifies accuracy of information, researches discrepancies, and records information
  • Participates in meetings, committees, or projects intended to enhance services or promote consistent policies and procedures across the department
  • Participates in professional meetings, workshops, and conferences and continuing education programs as appropriate
  • Observes and complies with all City and mandated safety rules, regulations, and protocols
  • Performs other duties as assigned


Minimum Qualifications

EDUCATION AND EXPERIENCE
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
  • Equivalent to an associate's degree from an accredited college or university with major coursework in library science or a related field, AND
  • Three (3) years of public library service experience in circulation, collections, technical services, and/or program support

LICENSES AND CERTIFICATIONS
  • Possession of or ability to obtain and maintain a valid California Driver's License or other means that would allow for the ability to commute to meetings, conduct site visits, and attend other special events throughout the county may be required at the time of hire

PHYSICAL DEMANDS
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and to visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. Incumbents must stand, sit and walk for extended periods of time and may be required to climb and descend ladders. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification often bend, stoop, kneel, reach, push, and pull library materials, and climb ladders to hang displays or decorations. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 50 pounds with the use of proper equipment and/or assistance from other staff.

ENVIRONMENTAL CONDITIONS
Employees work primarily in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may be exposed to fumes, dust, or allergens. Employees may be exposed to vermin, insects, and parasites. Employees may be exposed to biologic/infectious agents in the form of bodily fluids. Employees may also work outdoors during special events and are exposed to cold and hot temperatures. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures. Employees are required to work night and weekend shifts on a rotating basis or as needed.

  • RETIREMENT : The City participates inthe California Public Employees' Retirement System (CalPERS).
    • Tier 1 (Classic Members hired prior to 12/30/2012)
      • Final Compensation: Highest twelve (12) consecutive month period
      • Member Contribution: 8.0% of compensation
      • Formula: 2.7% at 55
Tier 2 (Classic Members hired on or after 12/30/2012)
  • Formula: 2.0% at 60
  • Member Contribution: 7.0% of compensation
  • Final Compensation: Highest thirty-six (36) consecutive month period
Tier 3 (New Members)

MEDICAL INSURANCE : The City contributes up to $1,647.83 per month toward medical insurance for employees and their eligible dependents.
