The City of Murrieta is accepting applications for the Part-Time Librarian I position to fill two (2) current vacancies for the Murrieta Public Library Divisions - Teen Part-Time Librarian for Adult and Teen Services & Youth Services Part-Time Librarian. The eligibility list established may be used to fill upcoming vacancies within this classification for up to one (1) year.

Adult and Teen Services Librarian PT- develops, facilitates, and provides the full range of community library services, programs, and outreach for adults and teens. The ideal candidate performs various professional librarian duties, including reference services, desk services, reader's advisory, computer and printing assistance, collection development and maintenance, cataloging, facilitating passive and active programming for adults and teens, conducting outreach to local schools and organizations, and performing related work as required. Other assignments may include assisting with passport services, maintaining Heritage Room and Library of Things collections, and special projects.

Youth Services Librarian PT--develops, facilitates, and provides library services, programs, and outreach for children ages 0-12 and their caregivers. The ideal candidate performs various professional librarian duties, including reference desk services, collection development and maintenance, cataloging, passive and active programming for children and families, and conducting outreach for local schools and organizations. Other assignments may include assisting with the Library of Things Jr. collection, the MPL Seed Library, and special projects.

D ESCRIPTION
Under general supervision (I) or direction (II), develops and provides the full range of technical and/or direct library services to the community and performs a variety of professional librarian duties, including development of programs and services for target audiences, reference, collection development and management, and/or cataloging; identifies current community needs and projects future needs; takes initiative to assist in improving library services; and performs related work as required.

SUPERVISION RECEIVED AND EXERCISED
Receives general supervision (Librarian I) to direction (Librarian II) from the Supervising Librarian and/or Library Manager. Exercises functional direction over and provides training to lower level staff and volunteers.

CLASS CHARACTERISTICS
Librarian I - This is the entry-level classification in the professional Librarian series. Initially under general supervision, incumbents learn and perform routine library program services including young readers services, adult services, reference, collection development, or cataloging. As experience is gained, assignments become more varied, complex, and difficult; general supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently. Positions at this level usually perform most of the duties required of the positions at the Librarian II level, but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise.

Librarian II - This is the fully qualified journey-level classification within the professional Librarian series. Positions at this level are distinguished from the Librarian I level by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.

This class is distinguished from the Supervising Librarian in that the latter performs the more complex work assigned to the series and has full supervisory authority over employees and functional areas.

Positions in the Librarian I/II class series are flexibly staffed; positions at the Librarian II level are normally filled by advancement from the Librarian I level; progression to the Librarian II level is dependent on (i) management affirmation that the position is performing the full range of duties assigned to the classification; (ii) satisfactory work performance; (iii) the incumbent meeting the minimum qualifications for the classification including any licenses and certifications; and (iv) management approval for progression to the Librarian II level.

ESSENTIAL FUNCTIONS
Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.

Positions at the Librarian I level may perform some of these duties and responsibilities in a learning capacity
  • Develops, implements, and evaluates services and programs in a designated area such as Young Readers or Adult Services
  • Advises and assists library customers; demonstrates the use of library resources, tools, equipment, and electronic reference sources
  • Provides reference and readers advisory services to patrons
  • Performs special reading and research to remain abreast of current literature and professional trends
  • Performs bibliographic searches using both print and non-print sources
  • Performs outreach to the community, community organizations, and schools; informs community members and organizations about library services, programs, and collections
  • Prepares publicity and informational materials including displays and exhibits, flyers, posters, brochures, blogs, web pages, bibliographies, and webliographies
  • Organizes, maintains, and catalogs/indexes a variety of print and digital materials, including government documents, maps, and pamphlets
  • Performs original cataloging of print and non-print materials; maintains and updates catalog files
  • Reviews new publications and collection materials and selects materials and resources for acquisition or disposition as appropriate
  • Assists in developing and implementing a variety of library related activities including story hours, library tours, and instructional classes
  • Participates in collection development activities including materials selection and weeding, including sorting donated materials
  • Oversees periodical selection and management
  • Responds to suggestions, requests, or concerns from library users or community members
  • Participates in meetings, committees, or projects intended to enhance services or promote consistent policies and procedures across the department
  • Participates in professional meetings, workshops, and conferences and continuing education programs as appropriate
  • Maintains and trouble-shoots electronic and on-line resources
  • Compiles library activity reports and statistics
  • May plan and direct the work of volunteers
  • Identifies and anticipates changing community needs and changes in technology or library best practices and develops plans, services, and programs to address these changes
  • Performs Historian or Archivist duties as assigned
  • Observes and complies with City and mandated safety rules, regulations, and protocols
  • Performs other duties as assigned


Minimum Qualifications

EDUCATION AND EXPERIENCE
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

EDUCATION
  • Librarian I - Equivalent to a master's degree from an accredited college or university with major coursework in library science, AND
EXPERIENCE
  • Librarian I - Experience to be capable of carrying out the full range of duties of a professional librarian. Library experience is highly desirable.
LICENSES AND CERTIFICATIONS
  • Possession of a valid CA Class C driver's license or other means that would allow for the ability to commute to meetings or trainings

PHYSICAL DEMANDS
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. This is primarily a sedentary office classification although standing and walking between work areas may be required and climbing and descending ladders. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information, and climb ladders to hang displays or decorations. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 50 pounds in all cases with the use of proper equipment and/or assistance from other staff.

ENVIRONMENTAL CONDITIONS
Employees work primarily in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may be exposed to fumes, dust, or allergens. Employees may be exposed to vermin, insects, and parasites. Employees may be exposed to biologic/infectious agents in the form of bodily fluids in building restrooms. Employees may also work outdoors during special events and are exposed to cold and hot temperatures. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

      • Final Compensation: Highest twelve (12) consecutive month period
      • Member Contribution: 8.0% of compensation
      • Formula: 2.7% at 55
Tier 2 (Classic Members hired on or after 12/30/2012)
