    About the Position

    This is a temporary, full-time, grant funded position through June 30, 2025 with the possibility of reappointment.

    The purpose of the PrEPping the Bay Program within the Student Health and Counseling Services is to support PrEP navigation services for Cal State East Bay students with the goal of increasing PrEP and PEP initiation and retention amongst students with perceived increased risk for HIV infection. In doing so, this position will assist in the students' optimal state of overall health so they may achieve their academic and career goals. Under the general supervision of the Director of Student Health Services and the Nurse Lead or other designee, the Clinical Assistant performs a wide variety of reception, patient intake and enrollment, electronic health records maintenance and performs various duties to assist with the needs of the PrEPping the Bay program and Student Health and Counseling Services.

    Responsibilities

    Function as a Front Desk Receptionist and Determine Patient Needs:
    • Accurately, efficiently, and tactfully communicate with students, staff, faculty and the community to provide excellent customer service.
    • Gather and verify patient demographic and personal information.
    • Determine eligibility for care, urgency of request/situation and take appropriate action established by policies and procedures.
    • Work with electronic health records systems to make appointments and intake patients.
    • Answer and screen telephone calls and emails - take messages, provide information regarding PrEPping the Bay, Student Health & Counseling Services and ancillary programs (Pioneers for Hope, Wellbeing Services, etc.).
    • Screen and enroll patients in the PrEPping the Bay and PrEP-AP program and/or ADAP program.
    • Perform transactions in the electronic health records system, ensure accounts balance, and submit fee information to accounting for upload onto student accounts.
    • Refer patients to PrEP prescribers as appropriate.
    • Follow up with PrEP clients as per protocol for tracking of maintenance of medication.

    Maintain the Security, Confidentiality and Accuracy of Medical Records:
    • Prepare, maintain and retrieve patient data in medical and LEO (public health department) records.
    • Ensure patient charts and reports are completed in an accurate and timely manner.
    • Review completed electronic and paper charts for missing information and signatures.
    • Purge outdated records annually.
    • Obtain proper authorizations for release of health information for referral/follow-up of care or other purposes.
    • Initiate medical records release process; review, log and obtain appropriate approvals (follow up on status of request).
    • Ensure all electronic health records are protected and kept confidential.

    Provide Administrative Support to the Medical and Counseling Departments:
    • Provide new student PrEP-AP orientation and process PrEP-AP application.
    • May assist in submission of required reports to county and state as required by law, such as morbidity reports to county public health.
    • Assist with PrEPping the Bay grant administration and act as liaison to Cal State East Bay ORSP (Office of Research and Sponsored Programs).
    • Annual tracking (or as needed) of inventory of supplies for PrEPping the Bay program as per CDPH requirements.
    • Tracking any behavior modification materials given to participants of the PrEPping the Bay program.
    • May assist with follow-up of students for public health purposes, such as contact tracing for the prevention of outbreaks of infectious diseases.
    • Assist clinicians in their administrative needs such as prescription authorizations/responses and outside referral follow-up.
    • Process subpoenas and medical records release requests within the specified timeframe, in consultation with and the approval of the Director of SHS, who review and approve the records to be released.
    • Serve on various committees for Student Health and Counseling services as needed.

    Perform Related Duties as they pertain to Patient Care, including Cross-Training and Clinic Coverage as needed:
    • Participate in and support Student Health and Counseling Services special clinics, education and outreach activities as assigned.
    • Act as a PrEPping the Bay program liaison to the East Bay Getting to Zero coalition.
    • Develop relationships with local health centers providing PrEP services in the community.
    • Assist with transfer of care for students needing PrEP services outside of SHCS (e.g. graduating, leaving CSUEB, or needing higher level of care).
    • Maintain PrEPping the Bay social media sites.
    • Provide assistance in the clinic such as, but not limited to, rooming patients, obtaining reason for visit, taking accurate vital signs, preparing patients for examination, and assisting practitioners as needed.
    • Cleaning and stocking examination rooms, use of medical supplies and equipment as required.
    • Participate in cross-training activities.

    Perform other duties as assigned by the Nurse Lead, Director of Student Health Services or designee.

    Minimum Qualifications

    Education and Experience:
    • High school diploma or equivalent and familiarity with a health care setting or combination of education and experience which provides the required knowledge and abilities.

    Abilities:
    • Ability to learn clinical assistance methods and techniques; understand and use basic medical assistance terminology to accurately and efficiently support practitioners and follow their instructions.
    • Perform clinical assistance activities accurately and timely.
    • Handle instruments and equipment properly.
    • Read and write English at a level appropriate to the position to support maintaining accurate records and reading medical terminology.
    • Use health center automated systems to enter and maintain data and prepare simple reports.
    • Maintain effective working relationships with practitioners and other health center support staff; and be sensitive to and communicate effectively with diverse patients.

    Knowledge:
    • General knowledge of daily clinic operations and organization ranging from patient scheduling and reception to delivery of health care services and processing of paperwork, aseptic techniques and requirements; and the uses, application, and proper operation of various medical supplies and equipment used in performing the duties described above, such as in preparing examining rooms; obtaining patient data, and assisting practitioners.

    Preferred Skills and Knowledge
    • Familiarity with the LEO system and PrEP-AP program.
    • Sensitivity and training in providing service for LGBTQIA+ persons.
    • Ability to handle difficult situations involving patients or others in a professional manner.
    • Current CPR/AED certification.
    • Knowledge of or the ability to learn quickly SHCS policies, procedures and protocols ranging from patient scheduling and reception to delivery of health care services, including pharmacy and follow-up appointments.
    • General knowledge of Electronic Health Record (EHR)/patient management systems and the ability to enter information accurately. Ability to use the EHR system to make/change appointments, enter and maintain data and prepare simple reports.
    • Knowledge of or the ability to learn quickly confidentiality rules and regulations, such HIPAA, FERPA and confidentiality of patient health records/information laws.
    • Understanding and use of basic medical terminology.
    • Perform clinical assistance activities accurately and timely.

    Working Conditions and Special Circumstances
    • May have exposure to blood and bodily fluids for which there is risk for blood borne pathogens and other communicable (aerosol transmissible) diseases.
    • Required to participate in annual TB screening - will be offered and recommend annual Influenza vaccination.
    • As a state disaster worker, all public employees may be called and assigned to perform work during a disaster.

    Condition(s) of Employment

    Satisfactory completion of a background check (including LiveScan, as appropriate), that may include, but is not limited to: criminal records check, verification of academic credentials, licenses, certificates, credit history, professional references and/or verification of work history is required for employment. Cal State East Bay will issue a conditional offer of employment to the selected candidate, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Unsatisfactory results may also affect the continued employment of current Cal State East Bay employees who were conditionally offered the position.
