Title: Specialty Court Coordinator - Holyoke District Court/Western MA Veterans Treatment Court and Northampton District Court Drug Court

Pay Grade: Grade 16

Starting Pay:$73,722.23

Departmental Mission Statement: The Massachusetts Probation Service is at the center in the delivery of justice in the Trial Court through investigations, community supervision of offenders/litigants, diversion of appropriate offenders from institutional sentences, reduction in crime, mediations, service to victims, and the performance of other appropriate community service functions.

Position Summary:The Specialty Court Coordinator will support the operations of the Holyoke District Court Veterans Treatment Court and the Northampton District Court Drug Court. The Coordinator will ensure program effectiveness and success, creating interagency linkages to address clients’ ancillary needs in the areas of medical, housing, employment and vocational skills planning; work with team members from treatment, community supervision, and law enforcement to ensure compliance with the 10 Key Components of Drug Courts; attend and participate in weekly Specialty Court staff meetings and sessions; and perform data collection and reporting. The Coordinator will act as a contact point between the Specialty Courts, treatment and recovery support providers, and any Specialty Court Advisory Boards and Governance Committees as directed by the participating judges.

The Coordinator will prepare for weekly Specialty Court staff meetings and sessions, including preparation of the roster and tracking new referrals; will support the running of the Specialty Court session, including obtaining nondisclosure forms from parties and guests; assist with the administration of incentives; organize graduations and prepare orders and other documents necessary for efficient court functioning. The Coordinator will act as a liaison between the Specialty Court and other court departments.

The Coordinator will collect and report data for any grants and seek future grant funding in compliance with Trial Court policies. The Coordinator will also collect and report data as required by the Massachusetts Probation Service. The Coordinator will act as liaison with and make referrals to programs with which the Specialty Courts interact. The Coordinator will work closely with the presiding judges and judicial staff, probation officers, and the treatment providers to ensure the efficient functioning of the Specialty Courts.

Supervision Received:The Specialty Court Coordinator is an employee of the Probation Department and will operate under the direct supervision of the Chief Probation Officer, First Assistant Chief Probation Officer and Assistant Chief Probation Officers of the two Specialty Courts. The Specialty Court Coordinator will also perform other duties as directed by the Chief Probation Officer and the Specialty Court Judges in accordance with the standards of the probation service and any specialized needs of the court.

Duties: Acts as a contact person between the Specialty Courts and treatment and recovery support providers;

Ensures program effectiveness and success, creating interagency linkages to address clients’ ancillary needs in the areas of medical, housing, employment and vocational skills planning;

Collaborates with team members from treatment, community supervision, and law enforcement to ensure compliance with the 10 Key Components of Drug Courts;

Monitors data collection monthly, quarterly and annually;

Prepares fiscal and programmatic reporting to the funding entity;

Attends and participates in weekly Specialty Court meetings and staffed sessions;

Seeks grant funding as necessary; and

Performs other related duties as required.

Minimum Requirements: These are the minimum requirements necessary to apply for the position of Specialty Court Coordinator:

Master’s level degree in criminal justice, social services or related field from an accredited college or university, or law degree and 2 years of experience in the field of substance use disorder services and working with substance-involved client populations and court-involved populations;

Or

Bachelor’s level degree in criminal justice, social services or related field from an accredited college or university, and 4 years of experience in the field of substance use disorder services and working with substance-involved client populations and court-involved populations;

Knowledge of court procedures,
Considerable knowledge of procedures and policies governing court sessions;

Considerable knowledge and experience using personal computers, including word processing software such as MS Word, and the ability to teach and train staff in the use and solve problems; Experience with spreadsheet software such as MS Excel is preferred;

Ability to identify and understand problems and to determine the appropriate measures to take to solve those problems;

Considerable interpersonal skills, including the ability to establish and maintain effective working relationships with others;

Ability to make work decisions in accordance with the law, regulations and department rules;

Ability to serve the public and others with business with the court in a courteous and professional manner;

Ability to work professionally with Probation staff, court officials, corrections officials, clinical providers, judges other professional organizations and the general public to maintain effective working relationships;

Ability to initiate and carry out projects with a high degree of independence;

Ability to organize work, prioritize assignments, establish clear work expectations and standards, and communicate effectively orally and in writing;

Ability to work well under pressure and within limited time frames; and

Ability to travel throughout the Commonwealth.
