Under general direction of the Executive Director, oversees, manages, and supervises the daily activities of the city of Galveston’s fleet maintenance functions and services, to all vehicle classifications.

ESSENTIAL FUNCTIONS : Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:
  • Assigns and ensures all maintenance work is conducted according with City and department policy, federal regulations, codes and guidelines for standards of quality. The Incumbent must be able to perform within a broad framework of general policy, exercising judgement in defining work objectives, methods and systems to meet objectives.
  • Directs and supervises technicians, support staff, and parts clerks; supervisory duties include instructing, assigning, reviewing and planning work of others, maintaining quality standards, coordinating and allocating personnel and resources to carry out maintenance functions for the city of Galveston’s fleet.
  • Responsible for responding to employee complaints, addressing concerns and initiating the disciplinary process as appropriate.
  • Inspects/reviews work of subordinates to ensure completeness, accuracy, and adherence to quality standards as well as state/federal guidelines.
  • Manages the fleet maintenance facilities; Performs duties such as coordinating and allocating resources in the maintenance of the involved buildings and fueling sites.
  • Adheres to and monitors department budget; develops, writes and implements strategies to remain within department guidelines of the budget.
  • Identifies, sources and works with vendors to acquire parts and services for fleet and facilities.
  • Assists in the development, writing of specifications of all classifications of equipment.
  • Works with other departments within the City on matters pertaining to the maintenance of the fleet and facilities.
  • Employees may at any time be required to work in order to provide for the safety and well-being of the general public, including the delivery and restoration of vital services, in the event of an emergency.

KNOWLEDGE AND SKILLS:

Knowledge:
  • City policies, procedures and ordinances, and various codes and laws affecting fleet maintenance operations.
  • Principles and practices of fleet management.
  • Principles and practices of project management.
  • Principles and practices of strategic planning.
  • Principles and practices of preventive maintenance vehicle/equipment operations.
  • Vehicle specifications.
  • State and federal regulations regarding operations.
  • Texas local government codes.
  • Business and desk computers, and spreadsheet software applications.
  • Proficient in Microsoft Excel, Microsoft Work, Microsoft Teams, Microsoft PowerPoint and Fleet Software.
  • Proficient in completing PDF fillable online city forms and required reports.
  • Basic vehicle and equipment cleaning, maintenance and minor repair practices and procedures.
  • Safety procedures and practices.

Skill in:
  • Building effective work teams and providing efficient customer service.
  • Managing staff; delegating tasks and authority and providing coaching to improve staff performance.
  • Understanding and applying City policies and procedures, and applicable federal and state regulations.

MINIMUM QUALIFICATIONS:

High School diploma or equivalent; AND five years’ of progressively responsible experience in fleet maintenance operations; ORan equivalent combination of education and experience.

LICENSE AND CERTIFICATION:

Possession of a valid Texas Commercial Class B Driver’s License. Possession of state vehicle inspection certification preferred.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT:

Work is performed both in an outdoor and indoor work environment. May be exposed to dangerous machinery, extreme weather conditions and hazardous chemicals. May be required to lift and carry items weighing up to 50 pounds.
