This position will be located at with the Missouri Department of Natural Resources, Division of Environmental Quality, Water Protection Program, Water Pollution Control Branch and will be located at the Lewis and Clark State Office Building, 1101 Riverside Drive, Jefferson City, Missouri 65101.

Are you looking for a challenging but rewarding position protecting Missouri's water resources while working with industrial, commercial, and agricultural facilities? Are you wanting to find the best ways to implement rules for water protection? Are you a detail-oriented individual who can provide highly technical analyses, service, and guidance to a wide range of stakeholders? If so, this Environmental Program Assistant/Analyst position is for you. As an industrial permit writer, you will work with permittees, neighbors, consultants, and other interested parties to ensure facility permit applications are properly and thoroughly reviewed. If the application meets all requirements, the permit writer is then tasked with issuing a permit for the facility. This position will also work with agricultural and other commercial facilities to ensure compliance with the Missouri Clean Water Law and regulations.

  • Conduct detailed analyses of permit applications for industrial, stormwater, and agriculturally related facilities including Concentrated Animal Feeding Operations (CAFO) to ensure their compliance with Missouri Clean Water law and regulations.
  • Draft permits, issue public notices, review input, and issue Missouri State Operating Permits for industrial or agricultural facilities.
  • Coordinate with permittees, the Missouri Geological Survey, and our Water Protection Program engineering team members, legal counsel, and others to ensure compliance with all Clean Water law and regulations.
  • Review all comments received on draft permits and proposed CAFOs, considering all comments, updating the draft permit, if needed, and responding to all comments.
  • Provide compliance assistance and rule interpretation for permittees, potential permittees, neighbors, and other interested parties.

Equivalent to those typically gained by:

  • Bachelor’s degree in biology, chemistry, or related scientific field.
