The Administrative Foreman performs supervisory and skilled technical work supervising county road and bridgework crews in an assigned district. Work involves assigning and supervising construction and maintenance of roads and bridges, and inspecting work performed. Employee is also responsible for purchasing and maintaining equipment, tools and materials; and preparing records and reports of work activities. Work also involves training and instructing subordinates, including ensuring use of proper procedures and safety precautions, resolving personnel matters and complaints from the general public, and performing routine personnel administration functions.

Examples of Duties

Assigns, directs and supervises activities of County road and bridge construction and maintenance crews, ensuring adherence to established policies, procedures and standards; ensures safety by enforcing proper policies and procedures.
Administers routine personnel matters affecting subordinates, including recruiting, interviewing, hiring scheduling, granting leave, appraising, disciplining, etc., submitting such records and reports to management as required.
Determines priorities among budgeted road and bridge construction and maintenance projects, based on proper allocation of manpower, equipment and materials.
Purchases equipment, tools and materials necessary for construction and maintenance projects within budget limitations.
Maintains all files and records related to completed or ongoing work.
Meets with Commissioner, other department heads, citizens, engineers, and various city officials to coordinate projects or discuss department activities.
Assists online requisitions via the computer.
Inspects construction and maintenance zones, examining grades and elevations to ensure adherence to plan specifications and accepted engineering standards; inspects for compliance with established policies and procedures.
Maintains activity and work progress records and logs, preparing reports for submission to supervisory personnel as requested or otherwise deemed necessary.
Receives and investigates complaints, requests or inquiries from the general public pertaining to activities of work crews, conferring with those affected and addressing as appropriate.
Trains subordinates in operation of one or more types of motorized heavy equipment or department processes in the construction and maintenance of roads and bridges such as: bulldozers, compactors, front end loaders, graders, motorized pans, track backhoes, etc.
Manages the department budget; completes cost analysis for purchases and projects as necessary.
Implements inter-local cooperative agreements for work for and with other governmental jurisdictions, conferring with agency officials to determine proper responsibilities, scheduling, workload allocations, equipment use, etc., as necessary.
Oversees proper use and maintenance of equipment, tools and materials; maintains proper inventories of consumable materials and supplies.
Regular and punctual attendance is required.
Performs other related duties as required.

Minimum Qualifications

High School diploma or GED and a minimum seven years of experience in a related field; or an equivalent combination of education and related experience required.

Must possess a Class C driver's license issued by the State of Texas.
Possession of a Class A Commercial Driver's License preferred.
