Job Description

This position is located at 200 Madison Street, Jefferson City, MO 65102

The Missouri Public Service Commission regulates investor-owned electric, natural gas, steam, water and sewer utilities in Missouri. We ensure that Missourians receive safe and reliable utility services at just, reasonable and affordable rates. The Tariff/Rate Design Department evaluates and makes recommendations on all investor-owned electric and natural gas utilities (IOU) tariff filings; participates in almost all formal IOU cases such as rate, complaint, application, territorial agreements, sales, mergers etc. by providing technical support and expertise; performs rate design, weather normalization and class cost-of-service studies and defends the results of those studies in formal cases before the Commission; and monitors issues and developments affecting the electric and natural gas industries in Missouri.
  • Develop and conduct research studies and/or assess the impact of proposed utility applications and tariff filings.
  • Present findings to state agencies, senior policy makers, and other stakeholders.
  • Serve as a technical consultant.
  • Review tariffs.
  • Provide extremely detailed verification of analyses presented by regulated utilities through written and oral testimony before the Public Service Commission.
  • Plan, develop, and present new ideas, concepts, and strategies related to systems and techniques.
  • Gain understanding of the interrelation of tariff mechanisms on Missouri ratepayers.
  • Develop and make recommendations to the Commission based on the results of their analysis of the issues and testify under cross-examination from other stakeholders.
  • Position may require occasional in- and out-of-state travel.
  • A Bachelor’s degree from an accredited college or university and;
  • 2-4 years of relevant experience.
  • Experience with spreadsheets and word processing is essential.
  • The ability to work well independently and in a team environment is a must.
  • Strong written and oral communication of technical subjects as well as the ability to comprehend and interpret technical writing are essential to this position.
