    The City of Murrieta is accepting applications for the position of Senior Fire Equipment Mechanic to fill a current vacancy in our Fire Department . The eligibility list established may be used to fill the current and/or upcoming vacancies within this classification for up to one (1) year.

    DESCRIPTION
    Under general supervision, performs a variety of semi-skilled or skilled duties in the servicing and repair of vehicle and equipment used in fire department operations; prioritizes and schedules work based on operational needs and direction from management; coordinates maintenance services with external vendors; ensures all mandated inspections are completed; and performs related work as required.

    SUPERVISION RECEIVED AND EXERCISED
    Receives general supervision from assigned management and supervisory staff. Performs lead work in the maintenance and repair of heavy-duty fire equipment, light-duty fire equipment, and related duties.

    CLASS CHARACTERISTICS
    This is an advanced journey-level mechanic classification responsible for performing the full range of inspection, maintenance, service, and complex repair duties on fire apparatus and specialized firefighting equipment. This classification works independently and is expected to exercise sound judgment and initiative in diagnosing and resolving mechanical issues. In addition to technical responsibilities, incumbents may provide guidance, training, and lead direction to less experienced staff, and assist in prioritizing and coordinating daily shop activities. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit.

    ESSENTIAL FUNCTIONS
    Management reserves the right to add, modify, or remove job duties as necessary and will make reasonable accommodations to enable qualified individuals to perform the position’s essential functions. The omission of a specific duty does not preclude it from being assigned if it is similar, related, or logically aligned with the role’s overall responsibilities.
    • Performs a variety of skilled tasks related to the maintenance and repair of Fire Department vehicles and other power-driven equipment, including automobiles, trucks, backup generators and a variety of light to heavy fire equipment.
    • Diagnoses and determines the extent of necessary repairs; ensures that all equipment and vehicles are returned to operating units in a safe and operable condition.
    • Performs necessary repairs efficiently and effectively on gas-powered and diesel engines.
    • Diagnoses and repairs hydraulic systems, braking systems, transmissions, differentials, clutches, centrifugal pumps, valves, and foam systems used in fire apparatus.
    • Services and repairs vehicle air conditioning and heating systems.
    • Performs repairs and component replacements on CARB-compliant emissions systems.
    • Diagnoses and repairs vehicle cooling systems.
    • Manages and executes a preventive maintenance program, including repair or replacement of faulty parts; tunes engines; checks electrical systems; and checks and adjusts wheel alignment.
    • Provides recommendations to management regarding necessary repair expenditures and seeks approval for high-cost or non-routine repairs.
    • Alerts management to significant issues requiring attention or action.
    • Coordinates with and contracts outside vendors to perform specialized repairs that are beyond the scope or capacity of internal resources.
    • Responds to emergency incidents to perform on-site apparatus repair and mechanical support.
    • Transports fire apparatus, personnel tools, and supplies to and from emergency incidents as needed.
    • Drives fire apparatus and other vehicles to service facilities for maintenance or repairs, and conducts post-repair performance tests and safety checks.
    • Identifies, purchases and maintains an inventory of critically needed parts, tools supplies and maintains inventory of parts, supplies, tools, and equipment; keeps records of time, materials, parts, and work performed.
    • Performs periodic inspections on a diverse range of vehicles and equipment as mandated by multiple agencies with oversight for vehicle and equipment safety.
    • Ensures that all department vehicles undergo smog testing as required and that any necessary repairs or modifications are made consistent with department policy.
    • Maintains a log of all hazardous materials used in the shop and ensures that Materials Safety Data Sheets (MSDS) are up-to-date and available.
    • Utilizes arc and gas welding equipment and techniques to construct, repair, and modify parts and equipment as needed; performs basic body repair work and machine shop work; fabricates special construction and maintenance equipment.
    • Observes and complies with City and mandated safety rules, regulations, and protocols.
    • Performs other duties as assigned.


    Minimum Qualifications

    EDUCATION AND EXPERIENCE
    Any combination of education, training, and experience that provides the required knowledge, skills, and abilities may be considered qualifying. A typical way to obtain the required qualifications includes:
    • High School Diploma or equivalent (GED), supplemented by specialized training in the maintenance and repair of diesel and gas-powered equipment; and
    • Three (3) years of experience in the maintenance and repair of vehicles and heavy equipment, preferably including fire apparatus or work in a fire department environment.
    LICENSES AND CERTIFICATIONS
    • Driving is an essential job function; therefore, a valid California Driver's License is required. Incumbents must possess, or have the ability to obtain and maintain, a valid California Class B Driver’s License within three months of appointment.
    • Emergency Vehicle Technician (EVT) Certification - Level III
    • California Fire Mechanic State Certification - Mechanic Level II
    Highly desirable
    • Previous experience as a lead mechanic or in a supervisory role in a vehicle or equipment repair shop.
    • California Fire Mechanic State Certification - Mechanic Level III.
    • Automotive Service Excellence (ASE) certification in automotive and/or heavy truck repair.
    • Peirce Manufacturing factory certifications for Command Zone, Husky Foam Systems, Tak-4 Suspension, and Pierce PUC Maintenance
    Special Requirement
    Must successfully complete a comprehensive background investigation, which includes a state and federal fingerprint-based background check (Live Scan), and a non-safety pre-employment physical and drug screening.

    PHYSICAL DEMANDS
    Must possess mobility to work in a maintenance workshop and in field environments. Requires strength, stamina, and mobility to perform medium to heavy physical work; to sit, stand, and walk on level, uneven, or slippery surfaces. Frequently required to reach, twist, turn, kneel, bend, stoop, squat, crouch, grasp, and make repetitive hand movements in the performance of daily duties. May work in confined spaces and awkward positions. Must be able to climb and descend ladders, operate varied hand and power tools and construction equipment, operate a motor vehicle, and visit various City sites. Vision acuity is necessary to inspect and operate equipment accurately. The job requires frequent walking in operational areas to identify problems or hazards. Finger dexterity is needed to operate and repair tools and equipment. Employees must be able to lift, carry, push, and pull materials and objects weighing an average of 50 pounds or heavier, utilizing proper equipment and/or assistance from coworkers when necessary.

    ENVIRONMENTAL CONDITIONS
    Employees work in a maintenance workshop and field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, hazardous physical substances and fumes, dust, and air contaminants. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

    The following is a summary of the provided benefits to full-time employees in the represented unit. For further information, please refer to the unit's Salary Resolution or Memorandum of Understanding .
    • RETIREMENT : The City participates in the California Public Employees' Retirement System (CalPERS).
      • Tier 1 (Classic Members hired prior to 12/30/2012)
        • Final Compensation: Highest twelve (12) consecutive month period
        • Member Contribution: 8.0% of compensation
        • Formula: 2.7% at 55
      • Tier 2 (Classic Members hired on or after 12/30/2012)
        • Formula: 2.0% at 60
        • Member Contribution: 7.0% of compensation
        • Final Compensation: Highest thirty-six (36) consecutive month period
      • Tier 3 (New Members)
        • Formula: 2.0% at 62
        • Member Contribution: 50% of normal cost (currently 8.0% of compensation)
        • Final Compensation: Highest thirty-six (36) consecutive month period
    • MEDICAL INSURANCE : The City contributes up to $1,891.28 per month toward medical insurance for employees and their eligible dependents.
    • RETIREE MEDICAL INSURANCE : Please refer to the unit's Memorandum of Understanding for details.
    • DENTAL INSURANCE : The City pays for 100% of the premium for the employee and their eligible dependents.
    • VISION INSURANCE : The City pays for 100% of the premium for the employee and their eligible dependents.
    • LIFE INSURANCE : The City pays 100% of the premium for a $50,000 life insurance policy. Additional life insurance is available.
    • SHORT-TERM DISABILITY INSURANCE: The City pays 100% of the premium for the employee.
    • LONG-TERM DISABILITY INSURANCE : The City pays 100% of the premium for the employee.
    • DEFERRED COMPENSATION : Employees are eligible to participate in a deferred compensation plan through Nationwide Retirement Solutions. The City shall contribute a matching amount not to exceed $2,000 per year.
    • SPANISH LANGUAGE PAY : 2.5% of base pay for eligible members of the association who are fluent in Spanish. Eligibility is based on business necessity.
