The Director of Human Resources leads and mentors a team of ten that provide the full range of Human Resources services including: Benefits Administration (Employee Pension Plan; Health, Dental and Life Insurance); Diversity Planning; Labor Relations; Safety and Loss Control; Risk Management; Talent Acquisition and Professional Development; and Pay and Classification Administration. The Director of Human Resources serves as a member of the senior management team and as a trusted advisor to the City Manager, Deputy City Manager and Department Directors. The Director works under the general direction of the Deputy City Manager while using a high level of independence to foster a collaborative and services-oriented Human Resource team.

Job Functions: Manages bicycle, pedestrian and other sustainable transportation studies and plans, including the procurement and management of consulting firms. These plans provide the basis for investment of public resources through the establishment of long range policy objectives and near term investment programs. Reviews transportation and real estate development projects to ensure the provision of facilities and programs supporting transit ridership, bicycling, walking, teleworking, ridesharing, and car-sharing and the safety of these users of the transportation system. Develops or recommends standards for specific projects. Plans for new facilities/routes and recommends repair/improvements to existing facilities/routes.   Develops public information and outreach campaigns to educate drivers, bicyclists, and pedestrians concerning bicycle and pedestrian safety.

Reporting to the Director of Public Works, responsibilities of this position will include, but not be limited to: Directly supervising the engineering division, the Public Works inspectors, and the vehicle maintenance divisions within the Public Works Department. Implementing the design review, permitting, and inspection process for private development projects. Managing and supervising both staff and contract personnel others in various design and construction projects. Developing and overseeing the development of construction documents, scopes of work, scopes of service, and other required documents for contracting construction, maintenance and repair, and professional architectural and engineering services. Implement inspection and maintenance procedures to ensure the City’s compliance with the Municipal Separate Storm Sewer System (Phase II) permit. Assist the Director in the management and administration of the Public Works Department. Serve in key incident managerial positions during City emergency events.

The Director develops, implements, and evaluates County correction and rehabilitation policies and programs by directing subordinate managers to: operate secure facilities for the incarceration of all pre trial, unsentenced, and sentenced prisoners committed by the Courts; operate a treatment oriented Pre-Release Center and home detention program for selected offenders as an alternative to incarceration; provide medical, educational, other social services and community release programs to meet basic human needs and ensure rights of prisoners; facilitate the integration of incarcerated individuals into the community through work release programs and individual counseling; provide an alternative community service program for offenders deemed least likely to repeat their offenses; and ensure a sensitivity exists for victims' issues and community based concerns.
