Position Duties The total annual salary range for a Wastewater Mechanical Supervisor I is $107,693.04 - $131,280.24. The total annual salary range for a Wastewater Mechanical Supervisor II is $117,062.40 - $142,899.12. The Environmental Services Department (Department) is currently seeking to fill one (1) full-time Wastewater Mechanical Supervisor I/II vacancy in the San Jose-Santa Clara Regional Wastewater Facility (RWF). The Wastewater Facility Maintenance Division is responsible for the maintenance of the facility mechanical infrastructure, facilities maintenance, warehouse services, landscaping, painting, and land management. The Division is organized into three sections: Mechanical Process Maintenance, Special Projects Training Scheduling, and Facilities Maintenance. Staff is located throughout the facility and provides preventive and corrective maintenance, painting of various equipment and infrastructures, stocking and warehousing of parts, landscape management, lands management, as well as emergency repair. The division provides support services for implementation of capital improvement projects (CIP), process optimization, and operations. Under general supervision, the Wastewater Mechanical Supervisor performs work of considerable difficulty involving the supervision of the maintenance, repair, and overhaul of varied equipment and structures at the wastewater facility. The Wastewater Mechanical Supervisor will provide safety and maintainability review of facilities design, construction methods and research projects, and propose alternatives, forecast long-term maintenance needs of equipment and technologies being tested, and provide historical information on the condition and maintainability of existing wastewater facilities and equipment. This is a permanent position reporting to the Facilities and Maintenance Wastewater Maintenance Superintendent. The Wastewater Mechanical Supervisor should have the ability to thoroughly review plans, specifications, and any supporting documentation for maintainability of a wastewater facility or process. The position should be able to assist in developing design of temporary equipment installations and various appurtenances. The incumbent should have knowledge of the types of valves, pipes, pumps and treatment equipment appropriate for various applications throughout the wastewater facility. This position will assist with estimating maintenance costs for different design alternatives. This position will also assist with determining training requirements and content and format of maintenance manual to be provided by the contractor for construction projects. This position will identify the need for standardization of equipment and assist with any research or testing needed to validate equipment performance. Since full face respirator will be utilized, the incumbent must pass the annual and spirometry test. Essential Job Functions Drives two or more axle vehicles (automatic and non-synchro manual transmission) with a gross vehicle weight rating of 26,001 lbs. or more by safely maneuvering vehicles (e.g., through remote areas, unpaved, off road) in different weather conditions; following traffic laws; utilizing road/electronic maps/GPS in order to make emergency repairs, deliver vehicles, and road test vehicles. Troubleshoots electrical, mechanical, and brake systems, and hydraulic problems on gasoline and diesel apparatus by using visual inspection techniques and a variety of test equipment (e.g., pressure gauges, computer diagnostic equipment, flow-charts, schematics, multi-meter) in order to locate the source of problems and determine what corrective actions are needed (e.g., adjustments, repairs, replacement of parts). Repairs gasoline and diesel engines, transmissions, rear axle, rotary and centrifugal pumps, and transfer case by removing and replacing defective parts, overhauling parts, fabricating parts, etc. using a variety of handheld, hydraulic, and power tools, pneumatic tools and equipment (e.g., micrometers, pullers, wrenches) in order to return the vehicle back into service. Performs maintenance on a variety of fire equipment (e.g., air and hydraulic brakes, power steering, suspensions, electrical systems, and powertrain) by replacing worn parts, changing fluids, etc., using a variety of tools and equipment (e.g., wrenches, pliers) in order to adhere to a pre-established maintenance schedule. Performs general welding and fabrication by gathering and utilizing appropriate materials (e.g., welding machine, electrodes, metal to be welded), and putting on safety gear (e.g., welding helmet, gloves, welding goggles) in order to make repairs or pre-approved modifications to equipment. Completes forms, work orders, and makes logbook entries (e.g., brief written reports, inspection checklists, maintenance logs) by hand and/or using a computer word processing and/or email application in order to complete the necessary paperwork for state and federally mandated inspections, and to document the performance of scheduled maintenance, report issues or problems. Requirements SELECTION REQUIREMENTS : Completion of a recognized apprentice training program* of at least four (4) years' duration in the repair of gas and diesel automotive and power equipment*** - and - One (1) years' experience at the journey level** - OR - Six (6) years' experience in the repair and maintenance of gas and diesel automotive and power equipment***, two (2) years of which must have been at the journey level.** REQUIRED LICENSE: A valid California Class B or higher Driver's License is required to perform job-related duties. REQUIREMENT(S)/MINIMUM QUALIFICATION(S) Two years of full-time paid experience as an electric station operator, steam plant operator, electric distribution mechanic, electrical mechanic, hydroelectric station operator, senior electrical repairer, lineman, senior electrical tester, electric trouble dispatcher or in a position which is at least at that level and provides experience in operating a switchboard controlling the function or maintenance of electric equipment and lines in an electric power generating plant, substation, or in a receiving, switching, or distribution station; or maintaining an electrical distribution system at 4-kV or higher; or Two years of full-time paid experience as a load dispatcher, systems operator, or in a position which is at least at that level and provides experience in centralized control over electric transmission lines, distribution lines, generating equipment, and/or other electrical equipment of an electric utility system at 4-kV or higher; or Three years of full-time paid experience in a position at least at the level of electrical engineering associate, which provides experience in power system field operations in maintenance of power system control equipment, or the functioning or maintenance of electric equipment and lines in an electric power generating plant, in a substation, receiving, switching or distribution station, or maintaining an electrical distribution system at 4-kV or higher voltage and possessing either an Engineer-in-Training certification or a Professional Engineers license; or Five years of full-time paid experience, including time spent in training, in the operation or maintenance of a nuclear power plant and/or its associated auxiliaries on a naval ship. PROCESS NOTES Under Requirements #1, #2, or #3, time spent as an assistant, apprentice, or trainee will not be included as qualifying experience. SELECTION PROCESS Examination Weight: Multiple-Choice Test - 100% The examination will consist entirely of a multiple-choice test administered and proctored on-line. In the on-line multiple-choice test, the following competencies may be evaluated; Judgment and Decision Making, Learning Ability, Mathematics, Fact Finding, Attention to Detail, Analytical Ability, Safety Focus, and Job Knowledge including knowledge of: electrical theory and concepts; use of nomograms; and other necessary knowledge, skills, and abilities. The multiple-choice test will be proctored and administered on-line during a single session. Candidates invited to participate in the on-line multiple-choice test will be able to take the test from a remote location (i.e., their home) using a computer with a webcam and a reliable internet connection. Candidates will receive an e-mail from the City of Los Angeles outlining the dates and specific steps on how to take the multiple-choice test on-line. Candidates who do not complete and submit the remote proctored multiple-choice test on-line using a computer by the specified date and time will not be considered further in this examination. Additional test dates may be added as needed. Due to COVID-19 and social distancing requirements, only candidates who demonstrate a hardship may be offered the option to take the multiple-choice test onsite at a City facility. For applicants who applied during Filing Period 1, it is anticipated that the remote proctored multiple-choice test will be administered between JUNE 25, 2024 AND JULY 1, 2024. NOTES : This examination is based on a validation study, and as provided by Civil Service Commission Rule 4.20, the multiple-choice test will not be subject to candidate inspection. Candidates may take this test only once every 365 days during the administration of this examination. Names may be removed from the open competitive eligible list after 6 months. All entry-level positions are temporary training positions as defined in Civil Service Commission Rule 5.30. All trainees must complete an intensive three-week evaluation period, a five-week classroom training period, and the first phase of on-the-job training within nine months. All trainees must complete the remaining phase of the on-the-job training and be assigned to a permanent position within twenty-one months. A Load Dispatcher may regularly work various shifts including weekends, holidays and overtime. Applications are accepted subject to review to ensure that minimum qualifications are met.
