More specifically, the BPA team analyzes historical and anticipated expenditures, prepares various expense and funding scenarios, and documents budget decisions. BPA also allocates funds in alignment with the approved budget and as received by the Chancellor’s Office, monitors expenses and fund balances throughout the year, and effectuates fund transfers as needed and requested by divisions. DUTIES AND RESPONSIBILITIES: Program Administration: Fiscal Processing & Reporting Coordinate and conduct financial aid fiscal processing activities to ensure proper stewardship of funds and compliance with all regulatory guidelines. Review and analyze regulatory changes that affect financial processing and cash management activities. Evaluate impact to existing policy and procedures and develop proposals to implement necessary changes. Develops procedures and internal controls to ensure that financial aid Is properly awarded to the appropriate students. Establish reconciliation standards and conduct monthly, quarterly, and year-end fund reconciliation activities for the Title IV aid programs (Direct Loan, Federal Pell Grant, and Federal TEACH Grant), California State aid programs (Cal Grant, Middle Class Scholarship), and Cal Poly Pomona Scholarship programs. Ensure timely completion within established deadlines, for all federal, state, and institutional aid programs. Develop and maintain internal control processes to ensure proper stewardship of funds and maintain compliance with regulatory requirements and accounting standards. Review and process various exception & other reports to verify continued award eligibility for students receiving financial aid. Analyze report data to determine how information affects student eligibility, revise aid packages as appropriate and notify students of changes. Fiscal Compliance & Process Analysis Assesses and develops processes within the financial aid office to ensure effective, quality, compliant, and timely processing of student financial aid applications. Performs return of Title IV calculations (repayment of federal aid) when students lose withdraw from the term. Performs adjustment to other aid programs within drop and withdrawal policies. Oversee the processing of the 3rd party payment and fee waiver reports. Monitor awards posted to student accounts and revise existing financial aid awards to ensure compliance with award rules. Oversee identification, processing and resolution of student files identified as approaching or exceeding the Lifetime Eligibility limits. Coordinate manual awarding of files as necessary. OREP is charged with promoting the image of the University, it's programs and uniqueness; attracting and recruiting a diverse and high achieving pool of applicants; developing relationships and collaborations with campus external and internal constituents; and, providing timely, accurate and comprehensive services to students and campus through point of inquiry and enrollment. DUTIES AND RESPONSIBILITIES: Event Coordination Serves as the lead for event planning and coordination of special projects and events administered by OREP. Coordinates event logistics, identifies and confirms required spaces, hospitality, and administrative support needs of multiple prospective and yield events, including but not limited too: Explore CPP: Fall Preview Day; Leadership Summit Series with community colleges and high schools in the region; Spring Open House (campus-wide event); Summer Staff Outreach Retreats; Counselor & Community Based Organization Trainings; various events with special emphasis on underrepresented populations, i.e. African American and Native American, and other special events as requested. Comprehensive and detailed knowledge of applicable university infrastructure, policies and procedures; ability to interpret and apply policies and procedures independently; and use judgment and discretion to act when precedents do not exist. Ability to independently handle multiple work unit priorities and projects simultaneously; develops project plan systems to track event deadlines and tasks to assure timely progress. Works with campus partners (i.e. Facilities, the Colleges, Advancement, EMS, etc.) to complete project plans. Partner on the coordination of communication regarding special events, messaging and correspondence; edit and proofread materials to ensure accuracy of content, grammar, punctuation, spelling as well as ensure proper formats are utilized. Develops presentations and print materials (e.g. agendas, brochures, invitations, nametags, tent cards, workshop programs, etc.) for OREP events, open forums, internal and external briefings, and community outreach efforts. Effectively handle interpersonal interactions at all levels, including highly confidential or sensitive situations that may involve external constituents, parents, students, faculty, or staff. Takes appropriate action to successfully resolve time sensitive issues; ability to use negotiation and persuasion skills to achieve results and expedite projects. Project and Lead Coordination Serves as lead administrative support for ad hoc committees under the oversight of the Presidential Associate for Community Partnerships and Expanding Access. Works collaboratively with OREP staff to lead the coordination and development of grant and foundation proposals. Lead project coordinator for our task management system (Team Dynamix or Asana) to ensure OREP events, projects, and communications are properly tracked to ensure requisite data and outcomes are identified. Serve as project coordinator for the development and implementation of new technology platforms utilized by the department. Serve as the lead to the Administrative Support Coordinator and Budget and Operations Analyst who make up the Operations Support unit for the department. Serve as backup to the Budget and Operations Analyst in matters pertaining to purchasing, and payroll. The incumbent must identify, register for, and attend appropriate trainings to maintain skills or expand knowledge and access to new resources. Works closely with the Budget and Operations Analyst when purchasing and tracking inventory for outreach events and activities and contracting out to vendors for campus wide events (i.e. tables and chairs, balloons, food trucks etc.). Communication Coordination Oversee and approve all communications to future students (prospects, applicants, and admitted students) before enrollment. Ensure all communications are clear, accurate, and aligned with institutional messaging. Collaborate with Strategic Communications to maintain consistency in messaging. Provide feedback and edits to improve communication materials. Coordinate with different departments to gather necessary information for communications. Develop and implement communication timelines to ensure timely delivery of messages. Ensure all communication efforts support recruitment and enrollment goals. Oversees the production of printed materials and communication pieces to support the department. Ensures that communication materials are available for scheduled events. Responsible for coordinating and obtaining all necessary copy reviews and approvals from relevant stakeholders. Collaborating with designers, photographers, faculty and others on theme, design and content of print, electronic and web-based publications to maximize impact. Utilize our various systems for engaging future students and coordinate timely follow-up with the department. OREP Participates in all OREP and divisional staff development, staff meetings, and major staff events to promote the University. Conducts testing of systems utilized by OREP (e.g., Cal State Apply application, Slate information/communication system). Adheres to laws and policies established regarding computer data, records, accounting, and personnel by the California State University, Cal Poly Pomona, and OREP to demonstrate sensitivity and appropriate conduct as a University employee. Adheres to and advises prospective students properly regarding CSU admission policies and processes. Prepares and utilizes outreach reports detailing application, admit, and enrollment trends, and analyzes prospective student inquiries to determine yield strategies. Performs administrative and programmatic duties as assigned, including providing generalist support at the department service desk and telephones. Works extended hours, weekends, and evenings to support OREP programs and services. Rotates on a needed basis to perform customer service duties and support the front-facing counter of OREP, as determined by OREP leadership and/or operational need. The Associate Planner/Project Manager assists the director to define a project, develop a set of tasks to implement the project, coordinate and monitor the work involved in the tasks, and deliver a completed project on time and within the prescribed budget constraints. This position is required to interface with a variety of colleges and departments including faculty, staff and administrators, CSU Office of the Chancellor's staff and administrators, as well as Federal, State and local agencies, and a variety of vendors and contractors. Position Information Strategic Campus Planning and Capital Development Participates in the development and implementation of transition strategies for the campus master plan to evolve from a conceptual program to specific development plans for specific building projects. Participates in the development and implementation of the campus capital outlay program to include setting recommended priorities for the annual and five-year programs, feasibility studies and program development, project justifications, and budget development and coordination with the CSU Office of the Chancellor for all state and self-support funded projects. Participate and take a lead role in the development and implementation of campus design guidelines, standards and procedures. Leverages campus capacity, utilization, and enrollment/entitlement data to inform planning decisions. Implement all State University Administrative Manual (SUAM) and CSU planning rules and regulations pertaining to space entitlements and project reporting within each project, as directed. Provides research, mapping, and graphics in support of planning projects. Represents Capital Planning, Design and Construction on a campus space committee to inform recommendations to the Capital Planning Committee. Serve as Primary Liaison to Local, State and Federal Agencies Participates in the review, response, and dissemination of incoming CSU planning reports, such as the annual summary of campus capacity, utilization report, etc. Produces outgoing CSU annual planning reports, such as the Space and Facilities Database (SFDB) update, tax compliance private use reporting, the five-year capital improvement plan, custodial report, etc. Provides support with other tasks related to CSU project approvals, including campus master plan map revisions, site clearances, and development of CSU Board of Trustees and delegated authority agenda items required for schematic design approval. Provides support with permitting in coordination with city and county agencies. Capital Project Management Coordinates and monitors work in progress of design professionals and contractors by working with all project participants, clients/users, architects, consultants, cost estimators, construction managers, inspectors, code enforcement agencies including Office of Fire and Life Safety, State Fire Marshal, DSA, 3rd party plan check, and contractors. Participates in preparation and administration of agreements between the University and design professionals/contractors. Is sufficiently familiar with all agreements between the University and design professionals/contractors. Keeps Director of Planning and Special Projects informed on project status and potential issues that may affect the project schedule and/or budget. Under direct supervision of the Director of Planning and Special Projects, is responsible for the contract administration of construction projects. Works with building users, University colleges and departments on project development. Obtains approvals and decisions from the client (user) in timely manner that allows the project to flow smoothly and quickly through each phase of design and construction. Arranges for timely submission of documents for in-house and client (user) milestone progress reviews. Coordinates and conducts reviews of the projects on a timely basis with designer and consultants, construction manager and inspectors to ensure proper coordination and beneficial input from project team members. At closeout of each project: prepares project history data including construction analysis, special design features, evaluation feedback for future projects, and other pertinent data and reports. Develop, implement, and evaluate a curricular approach to residential community that is responsive to student needs and fosters and promotes developmentally sequenced learning for students while living on campus. Create a living climate that fosters each student resident's intellectual, cultural, social, and interpersonal growth through training and supervision of programs, live-in staff, and other educators. Recommend and implement co-curricular learning experiences that contribute to student success. Work collaboratively to engage and promote DEI activities for residents, staff, and faculty. Lead efforts to increase compliance and adherence to various federal and state mandates to maintain accessibility for all facilities. Have direct oversight of all facilities, to provide leadership in deferred maintenance strategies, increase energy efficiency, and improve quality of life. Advises the AVP/DOS and the Vice President for Student Affairs on long-range financial planning and strategies for Housing & Residential Education. Develop and foster effective and collaborative relationships to leverage the full potential of available resources and contribute to the university and division's mission of serving students. Serve as the department liaison for legal issues, working with University Counsel to respond and address on behalf of the department. Serves as a CARE Team member, including “on-call duty” periodically throughout the calendar year. Budget and Supervision: Directly supervise a team of two associate directors, two operations administrative analysts, one administrative services coordinator, & one budget analyst/specialist II. Indirectly supervise a team of up to 80 paraprofessional staff. Provides leadership for ongoing training and development of all DHRE staff, including student Resident Assistants, Academic Mentors, Student Coordinators, and Housing Student Assistants/Housing Facilities Assistants. Develop goals and strategic professional development plans with team members. Develop and administer an annual operating budget of nearly $16 million. Work collaboratively with the FTO division and university leadership to develop, create, and implement strong economic strategies. Marketing and Strategic Development: Develop and maintain strategic marketing and outreach plans in partnership with Outreach, Orientation, and other relevant campus partners to encourage students to attend CSUSB as a residential campus. Responsible for student housing marketing and communication of programs and services through website, social media, phone, email, and all other communication venues. Responsible for communications to students through all media options for student concerns. Manage efforts and strategies toward a comprehensive, strategic, and predictive model to maximize housing occupancy. Oversee the vision and implementation of the housing application, room assignment process, contracts, occupancy management, and software (StarRez). Responsible for housing and meal plan license oversight of all students who live in student housing. Develops and administers business operations processes, including housing rates, license contract implementation, and compliance for eligibility and timely payments of student housing revenues and meal plan fees. Work in collaboration with FTO and CSU partners to determine the fiscal outlook of the unit using sound business practices. Manage and identify annual planning for the Department of Housing and Residential Education (DHRE) capital improvement projects and renovations. Lead collaboration and planning between DHRE and Facilities Services for future facility planning needs and grounds maintenance. Minimum Qualifications: Required Education and Experience Master's degree in higher education, student affairs administration, college student personnel counseling or equivalent required. Compensation and Benefits: Anticipated Hiring Range: $11,667 - $12,261 per month Classification Salary Range: $6,563 - $21,066 per month The salary offered will take into account internal equity and experience among other factors.
