Position Description Senior Animal Control Officer $4,514 - $6,166 per Month Final Filing Date: September 23, 2024 Exam # 24/34C02/08PH SUMMARY OF POSITION Animal Services Bureau is looking for a dynamic and motivated Senior Animal Control Officer (ACO) to provide daily oversight and direction to the Field Services team as they all work to enforce local animal control ordinance and ensure the humane treatment of animals. An ideal candidate will have prior ACO experience, excellent communication skills (both verbal and written) and leadership skills that allow them to be an example as well as provide guidance to staff. Hitchcock Road Animal Services is a Joint Power Agency between the County of Monterey and City of Salinas. The County of Monterey acts as the lead agency and all employees are hired by the County of Monterey. While protecting, promoting, and enhancing the health, safety, and quality of life for companion animals and people within Monterey County, Animal Services performs duties that include field services for the impoundment of animals roaming at large; the treatment, control, and prevention of rabies in animals; the permitting of kennels, pet shops, rooster keeping in Monterey County; as well as responding to animal nuisance and code issues such as aggressive animals, dog barking, animal bites and enforcement of local animal related ordinances. Animal services also provides animal sheltering for stray and lost animals found in the County of Monterey, City of Salinas and other contracting cities; pet licensing for dogs and cats as required by state and local ordinances; veterinary services for care of and spay/neuter of animals that are housed within the shelter; and volunteer and education services that has a robust volunteer program and provides education and community outreach to increase and promote responsible pet ownership and HRAS services. Examples of Duties Assists Animal Services Supervisor (Control) with planning, scheduling, assigning, and monitoring daily activities of Animal Control Officers; oversees the daily operation of animal control activities, a 24-7 operation, in the absence of the Animal Services Supervisor - Field; reports to the supervisor periodically on individual work accomplishments, problems, progress in mastering tasks and work processes, and training needs. Conducts the more complex vicious dog investigations or oversees investigations performed by other officers; recommends actions to be taken by the Department regarding the continued maintenance of declared vicious dogs; impounds repeat offending vicious dogs and/or issues citations to owners/custodians. Administers breeding/boarding kennel permit process. Inspects facilities; approves or denies application; issues permits and licenses and collects fees. Provides and assists supervisor with on-the-job training and instructions to subordinate staff; provides input to performance evaluations and makes recommendations to the supervisor/manager regarding recognition of outstanding performance and performance improvement required. Ensures that staff members are aware of and in compliance with established safety practices and procedures. Patrols an assigned geographical area of the County, provides technical support to other animal control officers in the field, and assists less experienced Animal Control Officers in the performance of duties; works with a member of the Sheriff’s Department on highly charged matters such as dog attacks, cruelty to animals, etc. Responds to and investigates complaints concerning possible violations of animal control laws. DISTINGUISHING CHARACTERISTICS: This classification is a civilian extra-hire (temporary) position. Incumbents are expected to be in a training capacity for the length of the academy. Retention in the classification of Sheriff's Recruit is contingent upon acceptance to and ongoing successful participation in the assigned training program/police academy. Successful completion of the program as a Sheriff's Recruit may result in appointment to the classification of Deputy Sheriff I. The agility test consists of: Drag 165 lb. dummy 30 feet in 15 seconds Scale a 6 foot wall in 12 seconds Run 500 yards in 1 minute, 45 seconds. WRITTEN EXAMINATION You will be required to pass a 2 hour multiple choice written exam and obtain a passing T-Score. We will accept a valid T-Score from another P.O.S.T. agency as long as it dated within 12 months of application. ORAL INTERVIEW Upon successful completion of the Physical Agility, applicants will be scheduled for an oral board interview which will evaluate such job related factors as motivation, interpersonal skills, problem solving ability, use of sound judgment and oral communication skills. KNOWLEDGE, SKILLS AND ABILITIES Knowledge of and ability to apply criminal law enforcement theory and practice to effective conservation law enforcement operations; Knowledge of Texas freshwater and saltwater fish, wildlife, and recreational resources and associated conservation activities; Knowledge of state and federal statutes and regulations related to the enforcement of all provisions of the Texas Penal Code, the Texas Code of Criminal Procedure, the Texas Parks and Wildlife Code, and all regulatory acts adopted under the authority of the Parks and Wildlife Code regarding fisheries resources, game animal resources, game bird resources, non-game resources, furbearing resources and provisions of the Texas Water Safety Act; Knowledge of and ability to apply sound human resource management practices to the effective management of a large, dispersed team; Knowledge of developing, reviewing and managing division budget and understanding of TPWD policies and procedures; Knowledge of TPWD agency policies and procedures. Skill in leadership, interpersonal relations, team building, mentoring and staff development; Skill in effectively communicating, coordinating and working with staff, the public, elected officials, private landowners, and/or with other agencies to accomplish TPWD and/or Law Enforcement programs, activities, goals and objectives; Skill in developing effective working relationships with other Law Enforcement entities including at the County, Local, State and Federal levels; Skill in developing positive, productive working relationships with staff of all other TPWD organizational divisions, staff of other regulatory and resource management agencies, private landowner groups, sportsmen groups, and with various public interest and constituent groups; Skill in budget preparation, presentation, monitoring and management, with the ability to tie these activities into the attainment of specific program goals and objectives; Skill in using MS Word, Excel, PowerPoint and Outlook. Ability to carry out agency policies, procedures, and directives; Ability to lead, motivate, and inspire a large, decentralized team of commissioned officers and non-commissioned personnel; Ability to effectively communicate with and present to the TPWD Executive Leadership, Commission, Legislative committees, public interest groups and other various audiences; Ability to communicate priorities and recommendations to Law Enforcement team and Executive Office; Ability to effectively represent Texas in regional and national conservation law enforcement associations; Ability to handle sensitive information discretely; Ability to develop innovative strategies to deter violations of laws related to game and fish management, preservation of natural and cultural resources and water safety; Ability to identify resource enforcement needs, develop and implement plans and strategies to meet identified needs and monitor the effectiveness of activities that respond to identified needs; Ability to make sound judgements, resolve conflicts and problems, and evaluate risk on limited data and under considerable pressure; Ability to conceptualize and implement new strategies to help increase the user base for outdoor recreation activities, including hunting, fishing, boating and other outdoor activities; Ability to establish realistic and attainable goals and objectives, develop implementation plans, organize workloads, establish priorities and evaluate program performance; Ability to work collaboratively and negotiate among competing interests, both internally and externally; Ability to work effectively with other TPWD non-law enforcement personnel and other partners to advance agency mission, priorities, and initiatives; Ability to conduct work activities in accordance with TPWD safety program. WORKING CONDITIONS Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday; Required to work hours other than 8:00 a.m. to 5:00 p.m., with days off other than Saturdays, Sundays and holidays; Required to operate a State vehicle; Required to travel 25% with possible overnight stays; Non-smoking environment in State buildings and vehicles.
