Basic Function Conducts, coordinates, and implements the financial activities necessary for developing agency-wide annual funding plans and projections; uses financial modeling and revenue forecasting to fund agency-wide annual budget; and manages and maintains the agency-wide funding allocation, funding amendments, and fund balance. Example Of Duties Conducts and implements the production, audit, and analysis of Metro′s agency-wide annual funding plans and 10-year funding projections Utilizes technology to manage and maintain the agency-wide funding allocation, funding amendments, and fund balance Assists in production of Comprehensive Annual Financial Report (CAFR) and Adopted Budget Utilizes technology to monitor and analyze economic trends in the region, monitors budget impact of state and federal funding, develops forecast models for estimating sales tax revenues and operating revenues, monitors the actual sales tax revenue, and analyzes the variance impact to the budget and operating Oversees the development of an integrated comprehensive revenue and fund management system Manages Metro′s multi-billion-dollar annual operating budget process, including budgeting assumptions, training, analysis of budget submittals, and final presentation materials to Board of Directors Utilizes technology to coordinate and assemble all data provided by agency departments resulting in management reports and agency-wide budget documents Directs development of complex financial analysis models and provides financial impacts to agency management Resolves inter-unit and agency-wide budget issues Provides research, analysis, and problem resolution to executive management Assists in the budgeting, allocation, and analysis of benefits, insurance, allocated overhead, and pension plans, and recommends changes Assists in the analysis and recommendation of methods for the budgeting of workers′ compensation, casualty and liability, and property risks Conducts studies of the more complex financial system operations Serves as Project Manager in various ad hoc research studies, such as designing management financial reports, evaluating the impact of capital programs, and other projects Leads and prepares agency′s quarterly variance report and quarterly Financial Board Report Prepares monthly reports to the Board of Directors regarding activities in Finance and Budget Keeps up to date on current benefit, insurance, and pension legislations and industry practices to sufficiently and appropriately inform the Board, CEO (Chief Executive Officer), and the CFO (Chief Financial Officer) of the changes and impact Supervises, trains, mentors, and motivates assigned staff Communicates and implements safety rules, policies, processes and procedures in support of the agency′s safety vision and goals; maintains accountability for the safety performance of all assigned employees Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out May be required to perform other related job duties Requirements For Employment A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. A typical combination includes: Education Bachelor's degree in Accounting, Finance, Economics, Business, Mathematics, or a related field; Master's Degree in a related field preferred Experience Six years of relevant experience or three years of relevant supervisory-level experience in budgeting, financial forecasting, government funding, government finance, and debt issuance in a finance organization; experience in transit finance preferred Certifications/Licenses/Special Requirements A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions Treasury Department personnel must qualify to be bonded Certified Public Accountant (CPA) license preferred Preferred Qualifications Preferred Qualifications (PQs) are used to identify relevant knowledge, skills, and abilities (KSAs) as determined by business necessity.
