DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS Directs the management, coordination, implementation, administration and operation of various systems, plans and projects.
Responsibilities:
- Oversee program goals including development, management and operation of inspections for the City of Houston construction projects.
- Oversee and manage a group of Inspectors who will be responsible for code adherence in accordance with City standards.
- Coordinating with various HPW service lines, engineers, contractors and external agencies to ensure construction projects meet deadlines and quality assurance. These may include:
- Resolve escalated/complex matters with the best interest of the City.
- Assist chief inspectors in personnel matters.
- Perform personnel functions, such as evaluating staff performance, interviewing prospective personnel, staff training and recommend disciplinary action.
- Respond to escalated/complex complaints or inquiries from citizens, City officials, external agencies and other service lines.
- Represent the department and/or supervisors at conferences and meetings.
WORKING CONDITIONS The position routinely requires lifting of moderately heavy items (up to 40 pounds, and/or very long periods of walking on rough surfaces on a routine basis. There are routine discomforts from exposure to moderate heat, cold, moisture/wetness, and unpleasant air conditions. This position may involve routine exposure to soiled materials and light chemical substances such as cleaning solutions.
MINIMUM REQUIREMENTS EDUCATIONAL REQUIREMENTS Requires a Bachelor's degree in Business Administration, Accounting, Engineering or a field closely related to activities of the division.
EXPERIENCE REQUIREMENTS Seven (7) years of progressive professional experience closely related to the activities of the division are required, with at least three of the years in a supervisory capacity.
Substitution: A Master's degree in Business Administration, Public Administration or a field closely related to the activities of the division may be substituted for two years of experience. Directly related professional experience may be substituted for the education requirement on a year-for-year basis.

PREFERENCESPreference will be given to those with:
- Valid driver’s license and compliance with the City of Houston by the hiring time driving by policy A.P. 2-2
- Construction Inspection experience
- Experience with industry regulations (OSHA, FAA, API, ISO)
