DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS
The Planning and Development Department is seeking a
GIS Technician to join its Mapping and Analysis Team. The ideal candidate will be highly proficient in a Windows PC environment, including Microsoft Office and both ArcGIS Desktop and ArcGIS Pro.
This position will focus on maintaining and updating GIS databases, with an emphasis on editing feature geometries and attribute data. Candidates should have experience interpreting and working with plat documents, spreadsheets, and legal descriptions, and be able to accurately and efficiently transfer this information into and out of GIS platforms.
Strong knowledge of GIS quality assurance/quality control (QA/QC) processes is essential, along with proven skills in geocoding workflows, particularly batch rematching and researching address-related errors.
GENERAL RESPONSIBILITES
- Performs data entry and update and maintenance functions for a GIS database using workstations, personal computers and GIS software. Works on core data while maintaining database standards and system security.
- Researches and evaluates source data using standard methods and documentation. Interprets and transfers data from source documents.
- Review street names and addresses to ensure they comply with city’s street naming and address regulations.
- Geocodes data files using GIS software, independently rematch addresses and validate address data as needed.
- Performs quality control for database maintenance. Reviews and checks input and output in a GIS editing environment. Works in ArcGIS Pro with high attention to editing detail and ensures integrity of geometry and attribute edits.
- Design and produce high-quality maps, reports, and perform basic spatial analyses using ArcGIS Pro, ensuring consistency with established cartographic standards.
- Performs other related duties as assigned.

WORKING CONDITIONS
The position requires stooping, bending and/or lifting of items of up to 30 pounds with occasional periods of walking on rough surfaces.
There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The position may involve dealing with modestly unpleasant situations, as with occasional exposure to office chemicals and/or extensive use of a video display terminal.
This is a Planning and Development Department Position at the Tier II Level.
MINIMUM REQUIREMENTSEDUCATION REQUIREMENTS
Requires an associate's degree in geographic information science , Geography, Computer Science, Management of Information Systems or a closely related field.
EXPERIENCE REQUIREMENTS
No experience is required.
Substitution : Experience equivalent to or as a GIS Operator may be substituted for the degree requirement on a year-for-year basis.

PREFERENCESPreference will be given to applicants with the following skillsets:
- Proficient digitizing / editing vector GIS data.
- Proficient using coordinates and Lat / Long for location
- Proficient in creating basic maps in support of operations using ArcGIS Pro
- Demonstrated time management & organizational skills; Excellent problem-solving and analytical skills; Demonstrated ability to manage multiple projects under tight deadlines; Adapts well to changes; Demonstrated success working with diverse clientele.
