    The Position

    The City of Riverside is accepting applications for the position of Deputy Fire Marshal in theFire Prevention Division of the Fire Department.

    The Deputy Fire Marshal, under general direction, to manage, supervise, and coordinate the Certified Unified Program Agency (CUPA) and plan checking programs along with various activities within the Fire Prevention Division of the Fire Department; to assist in managing other programs and activities of the Fire Prevention Division; to coordinate assigned activities with other City departments, divisions, and outside agencies; to provide highly responsible administrative support to the Division Chief (Fire Marshal); and to perform related work as required.

    Work Performed

    Examples of Duties

    Typical duties may include, but are not limited to, the following:

    • Manage, supervise and coordinate the programs and activities of the CUPA program and plan checking functions of the Fire Prevention Division; assist in the management of other programs and activities of the Fire Prevention Division as assigned.
    • Assist the Fire Marshal in the development and review of the Fire Prevention Division work plan; meet with staff to identify and resolve problems; assign work activities, projects, and programs; monitor work flow for assigned functions; review and calculate work products, methods, and procedures and review/report statistical inspection information.
    • Assist in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommend, within departmental policy, appropriate service and staffing levels; recommend and administer policies and procedures.
    • Conduct a variety of organizational studies, and operational studies; make recommendations and/or modifications to fire prevention and inspection programs, policies, and procedures as appropriate.
    • Assist the Fire Marshal with conducting annual evaluations of subordinate staff members.
    • Serve as a liaison to the Fire Marshal for the plan check and fire inspection function of the Fire Prevention Division with other City departments, divisions, and outside agencies.
    • Provide responsible administrative support to the Fire Marshal in charge of Fire Prevention; assist the Fire Marshal with reviewing Environmental Impact Reports for new development, prepare and present staff reports and other necessary correspondence with businesses that may be out of compliance.
    • Participate with the Fire Marshal to train, motivate, and evaluate plan check and fire inspection personnel; provide or coordinate staff training; work with employees to correct deficiencies; recommend and implement discipline procedures.
    • Participate in the development and administration of the Fire Prevention Division annual CUPA budget; recommend additional funds needed for staffing, equipment, materials, training and supplies.
    • Oversee fire safety inspections of commercial and industrial occupants.
    • Provide support to a variety of boards and commissions; attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of fire prevention and inspection.
    • Work with the Fire Marshal when responding to citizen inquiries and when resolving difficult and/or sensitive complaints.
    • Serve as acting Fire Marshal as needed.
    • Provides comprehensive, coordinated analysis of hazardous materials issues including the needs and priorities of all the various organizations involved in hazardous material management activities.
    Knowledge of:
    • Principles and practices of organization and management as applied to the analysis and evaluation of programs, policies, and operational needs.
    • Principles and practices of fire prevention.
    • Principles and practices of fire inspection and code enforcement.
    • Principles and methods of fire prevention education.
    • Principles of supervision, training, and performance evaluation.
    • Pertinent federal, state, and local laws, codes, and regulations, including Environmental Protection Agency (EPA) regulations pertaining to hazardous materials.
    Ability to:
    • Manage, direct, and coordinate the work of professional, technical, and clerical personnel.
    • Supervise, train, and evaluate staff.
    • Provide professional leadership and direction to fire prevention and safety personnel.
    • Develop, enforce, and interpret City Fire Codes.
    • Develop and implement goals, objectives, and practices for fire prevention programs and services.
    • Prepare CUPA budgets and financial fee reports.


    Qualifications

    Education and Experience

    Option I:

    Education: Equivalent to a Bachelor's degree from an accredited college or university in Fire Science, Public Administration, Business Administration, or a related field.

    Experience: Four years of progressively responsible experience in fire safety inspection including one year of experience with hazardous materials, codes and regulations relating to inspection programs

    Option II:

    Education : Equivalent to an Associate's degree from an accredited college or university in Fire Science, Public Administration, Business Administration, or a related field.

    Experience : Six years of progressively responsible experience in fire safety inspection including one year of experience with hazardous materials, codes and regulations relating to inspection programs.

    Necessary Special Requirement
    Possession of an appropriate, valid class "C" California Motor Vehicle Operator's License.

    EDUCATIONAL REQUIREMENTS:

    Education obtained outside the United States (US) require one of the following options:
    An equivalency statement from an evaluation company certified by the National Association of Credential Evaluation Services (NACES) at http://www.naces.org/members.html or the Association of International Credential Evaluators Inc. (AICE) at http://aice-eval.org/members/ . An advanced-level degree from an accredited US college or university.

    Benefit Level II includes Senior Management, Management and Professional classifications (Exempt)

    The City offers an attractive benefits package, the central provisions of which are as follows:
    • Retirement for Classic Members - For employees hired after 1/1/2013 who are CLASSIC MEMBERS of California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12 and have not been separated from service from such agency for six months or more, the retirement benefit shall be 2.7 % @ age 55; 3-year final compensation. The required employee contribution is 8%. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
    • Retirement for New Members - For employees hired 1/1/2013 or later and who ARE NOT a member of the California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12, or those who have been separated from a public agency which contracts with CalPERS or a reciprocal agency for six months or more, the retirement benefit shall be 2% at age 62; 3 year final compensation. The required employee contribution is 50% of the normal cost. And is subject to change per CalPERS every fiscal year. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
    • Health Insurance - The City offers six health insurance plans and contributes up to $1,734 per month for HMO plans (family coverage).
    • Dental Insurance - The City provides three dental insurance plans and contributes up to $45 per month.
    • Vision Insurance - The City provides vision coverage through Vision Service Plan (VSP) for employees and their dependents that are enrolled in medical coverage.
    • Life Insurance - The City provides and pays for term life insurance with accidental death and dismemberment equal to two times the annual salary rounded to the next highest $1,000 (up to $700k) plus AD&D. Additional Life Insurance is available and voluntary for employee and eligible dependents (up to $300k).
    • Deferred Compensation - The City contributes $100 per month with a minimum employee contribution of $12.50 per check. Participation in the deferred compensation plan is optional.
    • Leave Benefits - Includes vacation leave, sick leave, bereavement leave, and holiday benefits. Please refer to the Fringe Benefits and Salary Plan for specific details.
    • Flexible Spending Account - The City offers a Health Care and Dependent Care Flexible Spending Plan for optional participation.
    • Long Term Disability - The City offers optional enrollment in the Long-Term Disability Plan.
    • LegalEase Plan - Optional legal services plan for employees and eligible dependents.
    • Critical Illness Plan - Optional critical illness insurance plan for employees and eligible dependents.
    • Vacation Accrual - 0-9 yrs. = 144 hrs., 10+ yrs. = 184 hrs.
    • Administrative Leave - 64 hrs per fiscal year.
